My US History teacher does this for April fools. He would meet up with a student in his class, give him an expendable cheap phone. Tell him to use it in class, (mind you only this student knows about it), then tell the student to talk and be disruptive. Then during class he'd go up to the student, grab the phone and smash it. People freaked out, it was pretty funny
it depends on the institution, for example I was studying in a good highschool and taking the advanced level classes, and no one really used their phones
