To that end, they frame Dr. Mrs. The Monarch for something totally heinous (against the _rules,_ that is, and _so far_ beyond the pale that simple disciplinary action, even jointly by both the Guild and the OSI, won't satisfy). So we come to the scene with Shoreleave and Red Death. By this point both the Guild _and_ the OSI have been turned against Dr. Mrs. The Monarch. Red Death doesn't have any reaction to the OSI raid because he, Shoreleave, and their respective organizations are now _officially_ working together to kill or capture her. The guys _know,_ or at least _believe_ that she's innocent and that Mantilla is behind everything though, hence the meeting in the abandoned building. The rules and politics between the Guild, OSI, and probably Arch, and Mantilla (or her hypothetical boss)'s underhanded dealings twisting those rules and politics, don't allow either or even _both_ of the guys to just exonerate her at-will, but they _can_ offer her just a few minutes to pass on some vital information and a bit of moral support before they have to make a show of loyalty and bring the hammer down to avoid making Mantilla suspicious and going from "biding their time" to "completely locked out of the game".
Okay this is wild and I am stoned as all Hell but what if Sheila and Mantilla are clones of Forz Majeur? and Mantilla is the mother of Hank & Dean and the similar appearance between her and Sheila is why Dean thought Sheila was his mom? Oh God and Rusty is a presumed failed clone of Jonas (the real clone being Jonas Jr.) and Mantilla + Rusty were like arranged marriage to each other to continue a royal lineage of sorts of Jonas and Forz Majeur's bloodlines. Jonas and Forz Majeur were a secret power couple who formed the landscape of the hero v. villain world we see in present to control the world through a system that regulates acts of heroism and villainy as they see fit. Hence all the game-like aspects of the GCI and OSI, Jonas and Forz were mad scientists and to them it was a game.

One thing to remember is that there prettymuch are no heroes in Venture Bros. Everyone is in it for their own reasons. The Guild, the OSI, Arch (probably), actual super powered pajama heroes (its all PR and merchandising), and even Jonas's Venture team. They all do what they want and kill who they want and take what they want. It wouldn't surprise me if Jonas didn't really invent anything, but just repurposed tech he stole from others in his globetrotting with his mercenary team. Also Mantilla is obviously Hank and Dean's mother, they have her nose.
One thing I think will be a big part of the beginning of the movie is Mamtilla is the reason threatening the Monarch's marriage by offering him a better deal than the Guild. Maybe after the Rusty is his brother reveal the Guild won't let him arch him for aome reason, or the Monarch is too proud to arch him using that as a reason because he won't admit he is related to Venture until he gets a better DNA test done. Either way him in civilian clothes looking at the compound makes me think that and then Mantilla shows up and gives him his new suit and will let him arch Venture again, but that means leaving the Guild which his wife is head of. So Sheila says she doesn't trust Mantilla and Monarch just thinks it is just her trying to manipulate him to stay with the Guild. Then of course "liar revealed" moment happens as his wife is on the run and now the Monarch begrudgingly teams up with Doc to save her

Other than that, there are probably more ways this ties together than we can guess. As far as I am concerned, Jonas isn't the subject of the movie... He is dead now. Also, there is the question of the lifeless body Brock and the OSI find in the alley, is it some homeless lookalike guy that Hank decides to give his jacket to because it happened to be cold, or Bobbi's son?
i think that mantilla is the boy's mother, but she seduced rusty in order to get the cloning tech. with it she created a legion of semi-mindless clones to act as the perfect disposable henchmen. I further believe that she is poaching guild members by offering a better deal, but is secretly harvesting their dna to create more powerful/useful clones. Once she replaces the guild she will use her clones to takeover the hero/villian dynamics and thus the world itself. I also think there will be a moment that shows her as being a horrible parent, even worse then Jonas. Rusty may kinda suck, but it is clear that he cares about his sons. He is just outwardly very bad at expressing it. Mantilla could be outwardly pleasant but is really manipulative and sees the boys as nothing but expendable fodder.
go back to the flashback of the founding of the Guild Mantilla a third faction was mentioned Tesla & his Avon Ladies I think Mantilla could be the great-great grandaughter of Tesla or one of the Avon Ladies and wants to take out the guild for family vengence.

The Monarch must prove Sheila's innocence or at least prove the murdered victim was not in fact Hank as a murdered random nobody is fine just not the murder of a child of a person you're arching without giving opportunity for rescue; also harassing in anyway the child of a former arch would violate Sheila's oath when joining the Council as it would indicate a reactivation of her retired Villain status. This sets Malcom on his quest to get a sample of Blood from Dr Venture to prove the murdered victim was not related to Dr Venture while the rest of our heroes can search to find the real Hank! 🤸👻
