Got a CA compliant Converter. My smog #s were pretty much the same. CA compliant converter is just paying Extra for the same Converter with a CA Stamp on it. Doesnt magically run any cleaner.
Man that sucks John. Our emissions testing in WI have actually lightened up over the past 20 years. We don’t have a visual or a smog test anymore. It’s a simple OBD read and gas cap seal test. We also test at oil change joints here where if there was a “visual” inspection an easy $5 tip would persuade the 19 year old kid inspector to pass it. CA's visual inspections are nutty, you have to pay for the shop's time and liability/fines to examine the car looking for imaginary petty issues when they should just keep it objective and check the tailpipe. The stamp on the cat is the simplest thing they'll get you for but it can get a lot crazier. I'm lucky my car is OBD-1 so the cat was cheaper, but the CA version still inflates the price a ton. There's no difference, it's just a bribe to the state to get that stamp on it. Nobody has any problem passing the tailpipe test with normal cats, they just fail visual. I bought a CA cat on Amazon, a couple years later the approval got revoked. Nothing changed, the manufacturer just stopped paying for CA's "approval" process. Luckily they'll still pass you if they can read the date code and know it was legal when it was made. You can download a PDF file of the whole inspection procedure that the shops have to follow. Don't remember the URL but it's buried somewhere on the CA BAR web site. It's useful to know what to worry about, especially if you have an old car. CA is insane about this stuff, which I always thought was funny because of all the forest fires where I lived. I was living in smoke for weeks every summer and they're harrassing me and my neighbors about any fart's worth of emissions on our cars. I know somebody who "sold" her old car by using the "vehicle retirement" racket. All you have to do is fail a test. Car gets destroyed and you get more money than a real person would pay for it. It cost $1,700. A FED cat cost $640. BUT... in CT if your car is 1996 or older you dont have to do emissions tests. So I never have to do emissions testing on my 91 Jeep or my 94 Metro

Even if a new cat is CARB approved, you might still fail. They have strict requirement that in addition to being CARB approved, a cat has to match up with your car make/model. For example there are tons of CARB approved pre-OBD-II cats out there. My car is approved only for few of those. And if those few are not available? I guess tough luck and I have to junk my car!

I heard South Dakota will Register your car and you dont even have to live there. They know California is ripping us off so they'll take the Registration money. Do you have the original converter outside shroud . I guess its too late because its now in the system with non carb part, would the original cat shroud fit over new cat to trick them. Maybe this could be help to someone else , Try wrapping the new non carb cat in the old outter plate wrapper . Idk , I just hate carb compliance , and I like to see carb board get screwed .

The way i got my tags was registering the car in a different city in California where no smog is required ... they ask for nothing. Just tell dmv to register the car at the address and youll get your tags.. no proofs are needed for address change.. nor i found laws against it..
They should give those guys & gals that steal them a job making them in the factory for free as time served, how about 10 years making catalytic converters for free for the folks that have one stolen.....
@@JohnDrivesAnything Back in 2008-2009 someone thought our catalytic converter was theirs, took our OEM Toyota T100 4X4 converter, I bought one of those aftermarket ones, at some point the converter shell became tarnished from off road, and mud, they could not read the catalytic converter number on it, the truck passed the sniff test but the tech would not pass it with the number being illegible. Since then BAR has changed their toon about this, I wrote them a nasty letter describing the problem, about 6 month later they responded with a letter of reconcile that they would make changes to the technicians protocol. California splitting smog hairs, once car/truck at a time.

Did he even hook the sensor to it, or just failed it from visual? Was it good on numbers if he did run it?

How did the DMV worker know that it was a non Cali compliant cat?
Nvm - So, being that it didn't have a CARB # that's why - I was going to try and do this, but now I'm seeing that it's not worth the hassle of getting sent another state and picking it up there. What's dumb is that a lot of the CARB approved Cats are in back order

The legit retailers wont sell it to you. Second, this is not a secret. If you had gone to get a quote or to any muffler shop in ca they will tell you this.
But, you did not say which cat you bought as well etc.

@JohnDrivesAnything you can ask the ebay seller to give you full refund. They cannot ship a non carb compliant cat to California. It's against the law and ebay is within jurisdiction. I mean even ebay support will help you or have to help you here. You can even sue for more after consulting a lawyer imo.
Ya i believed you werent but the way you were talking about one man who rejected your inspection, it might be construed as something personal. It's Ca law and the guy was just following it.

Got a complaint Cat and ran the exact same sniffer #s as the non complaint. It's a shame who's running this state. Such a nice state with Mountains, Rivers/Lakes, Deserts such great camping spots here.
