    We can recognize good individuals within the Enclave while still condemning the faction as a whole. The Enclave has always had good people in it, even back in Fallout 2. Remember, the Chosen One was able to destroy the oil rig is because he got help from Dr. Curling (after passing a speech check), after whom the Enclave's FEV strain was name, who insisted that the Chosen One "wipe out the Enclave". And of course, there was Dr. Henry. Arcade Gannon recognized that there were some good people in the Enclave, and he's more intolerant towards evil than anyone.
    But that doesn't mean that the faction is redeemable. This is the point of Fallout: it shows us what war really is--lots of good people working for evil people doing evil things for the "greater good".
    Colonel Autumn was not a good or redeemable person, just because he rebelled against Eden. He still wanted to enslave everyone and murder his opponents to install the Enclave as an unelected government over the wasteland. He just wasn't genocidal. He recognized that he would have no wasteland to govern if everyone in it was dead. Eden wanted to kill everyone because he bought into Dick Richardson's "purity" argument. But between Eden and Autumn, Eden was actually the more reasonable. With high intelligence, you can explain to Eden why his philosophy is evil, and he ultimately agrees, blowing himself and Raven Rock up for you. You can't convince Autumn that he's wrong.
    When talking about the Enclave as a faction, we have to describe what the faction as a whole stands for, even if some people in that faction disagree with it. Curling, Henry, and even Autumn all disagreed with the Enclave's genocidal interpretation of human purity, but none of them can speak for the faction as a whole.
    For example, just because Lyons put wastelanders before technology. does not mean that the Brotherhood, as a faction, puts wastelanders before technology.
    The Enclave and Vault-Tec are deeply connected, because the American government before the war outsourced their apocalypse survival project to Vault-Tec. Every vault was funded by the U.S. government. So the government had access to any technology Vault-Tec had.

      My stance has been that "there are no good members of the Enclave, only good former members of the Enclave". Being good means rejecting the Enclave.

      I find it funny how you are still conviced the Enclave was truly the Villian of Fallout 3, despite the Fact that there is a lot of Evidence pointing them into merely being Antagonists.
      Must I remind you for why the Enclave is so violent after FO2? Because in their Eyes, a Wastelander used their Trust to steal Vertibird Plans alongside destroying their HQ for seemingly no good Reason! Dozen of Enclave Personal didn't even know of the FEV Plan and some, like Colonel Autumn, were so disgusted by it they outright refused to repeat it a second TIme.
      Not only that, but their Travels across the USA to the East Coast had to have shown them some of the horrible Acts these Wastelanders commit allmost daily, like refusing to help or accept help by pointing Weapons at People's Faces or hanging Corpses around like Decorations or turning People into Slaves... or other kinds of Acts I couldn't even describe.
      That is probably why most of the Enclave's Soldiers out there (especially in the Capital Wasteland due to the Raiders) shoot People before they even talk to them or warn them, because they do not want to repeat the same Situation with letting the Chosen One in or want Degenerates getting close enough to shoot them first... which would cause unrepairable Damage.
      Of course, this does hurt Colonel Autumn's Idea of uniting the Wasteland under the Banner of the Enclave, but... the Problem is: does he even know that they're doing all of that?
      Because the CO's of those Soldiers might just share the same Ideology of their Men, distrusting the Wastelanders, to the Point they falsify Reports just so they can continue it.
      And how can you say that he merely wants a Goverment soley run by the Enclave? You can't exactly ask him about that since... well-- the Game doesn't exactly have that Option!
      For all we know, he might've wanted two Goverments. A Goverment which is basically just the Enclave and an NCR-like Goverment that rules over the Capital Wasteland indepently of the Enclave, a Goverment which may elect their own Presidents (or Senators in this case). Certaintly that Case would've been a dozen Times better than whatever Plan the Brotherhood had.
      Why do I say that? Because in the CC Content of FO4 that takes you back to the Capital Wasteland, we stil see the Talon Company existing despite the Fact it should've been wiped out!
      Not only that, but since the Prydwen went to the Commonwealth, there has seemingly been a new Rise of Chaos to the Point where the People themselves have to fend for eachother.
      That means that, even after defeating the Enclave and before assimilating with the Outcast, Lyons didn't even bother to construct a Goverment made/run by the People to control the Wasteland incase the Brotherhood ever had to... suddenly leave because of a possible Threat that attacks them from somewhere far away from the Capital Wasteland (like Boston!).
      The only damm Group that seemingly may help the People of the Capital Wasteland are the Good Fighters, which... weren't even supported by anyone leading them to be killed off.
      And can you really say that Autumn isn't reasonable? He gave Liam (lead Scientist of the Purifer) a Chance to peacefully surrender the Project without any furthur Damage caused to either his Family or his Team, instead he refused to peacefully surrender which caused the Colonel to (to point out who's exactly in Power in this Situation) kill one of his Co-Workers.
      If it wasn't for Liam's idiotic Refusal to peacefully surrender or his Choice to flood the Chamber with Radiation, then the Lone Wanderer would still have a Father and wouldn't have to be hunted down by the Enclave due to Liam's Password.
      And all you really need to convice Autumn to peacefully leave the Purifer is a high(ish) Skill of Speech instead of Intelligence, which I'm just pointing out as that is easier to do since it's the last Mission of Act 1 (before Broken Steel, which is Act 2) than to put a bunch of Points into Intelligence which might put you into a Disadvantage for the entire Start ofthe Game.
      Oh... and your Comment about not being able to convice him? Yeah, you probably either never opted to use that Option or because of the Fact it takes a lot more than a single Line to convice him since... he's lived his whole Live with the Enclave. So can you really blame him having it hard to swallow the Fact he's been betrayed by both Eden and the Enclave itself?

    This entire world and all of it's people was, to me, best described by Maximus in the show. Can't remember the exact quote, but it went something like, "Everyone wants to save the world. They just disagree on how".

    Enclave didn’t even bother to chase a chubby scientist as he waddled away. I guess he took advantage of immortal companions and just hid in a dark corner while Dogmeat cleared out the facility.

      I have to have the headcannon that he's a scientist. A clever one, so he hacked the outer defenses to be poorly reactive and act in a hostile way toward to enclave pursuing forces. Giving him enough time to get away

    The Enclave might have a presence in Alaska and a navy by chance so they aren't totally wiped out.

      yep & after the new update to Fallout 76 we learn that they may be at the biggest navel base in the USA thanks to the presidents retreat in West Vergina there is a bunker their & on the big computer they list the names of the Pisdon oil rig, Raven Rock & the Navel base

      The enclave definitely are located in alaska it's cold and almost nobody lives there damn I think they even made it into an actual country with everything they have from the last petroleum reserves to even larger facilities of research.

    0:45 I sorta like this scene here in a general sense, not really maybe in a Fallout Enclave sense,
    but this concrete-block look guarded by a sort of military-police with a laser in hand and
    a clear distinctive helmet on, this is what a post-WW3 remnant of a government should look
    like in media, sorta this practical, gray, no accessories look straight out of 1984.

    The fallout 2 opening cutscene was an inaccurate portrayal of what happened at the vault.
    They killed three people at the entryway to coerce the others to go with them, and thus they did.
    In fallout 76 modus killed everyone in the bunker yes because of the violence and the resulting damage from it, but the violence wasn’t caused by attempting to convert people into the enclave. There was a mutiny in the bunker from the two factions within the enclave which the soldiers who joined later won.
    In fallout 3 you have to use dialogue choices with president Eden and colonel autumn to understand that the enclave isn’t all United in their goals but things get unclear after that
    Overall I think that the comment from arcade fits them the best: that they’re a bad faction with a lot of good people in it. It’s just a shame those good people don’t tend to act in time to save themselves, or their organization.

      Tbh, it kinda seems like Oxhorn really doesn't entirely understand the Enclave in FO3. Chirst, you litterally see Eden turn the automated Defenses against the Enclave Soldiers of Autumn!
      You can even talk about why he tasks the Lone Wanderer with the FEV Virus and he outright states he refuses to commit to Eden's insane Plan! Here the entire Dialoge about that:
      "Ah, yes. Colonel Autumn. My trusted subordinate. I'm sure you've noticed that Colonel Autumn and I do not see eye-to-eye these days, figuratively speaking of course. The good Colonel and I disagree on how best to approach the problem of the Wasteland. He feels my methods are too extreme. He has allowed his humanity to cloud his objectivity. And now that he is publicly countermanding my orders, I can no longer rely on him. And so I turn to you. I hope that you are able to see the larger picture, to understand what's at stake. And of course, if you are successful, there is a place for you in the Enclave. Perhaps you could succeed the Colonel as my confidant."
      So by all accounts, Colonel Autumn truly had the best good Intentions to rebuilt the Capital with the Aid of the People, though general Distrust and Propaganda of Three Dog/Brotehrhood certainly changed People's Opinion... alongside the Fact that Enclave Personal were seemingly acting on their own and Higher Rank Personal (most likley out of Distrust of Autumn/Wastelanders since the last One that used their Trust blew up the Oil RIg) most likley ordered others to kill em' on sight.

      @@MrHolodoc to be fair they don’t exactly make that obvious, but I agree generally. My comment was made to correct and explain certain things that oxhorn may have missed or gotten wrong, but once you read through the lines you start to realize that they’re not this one sided super evil bad guy group that they’ve been portrayed as. (Except in fallout 2, outside of the average soldier in that game I can’t really defend the group that was written with the sole purpose of being comical bad guys)

      ​@@youraveragegamer1964 Eh... I guess what I'm trying to say here is: Oxhorn's Idea that the Enclave only seeks Purity is ridiculous when you truly analyse the Enclave in FO3.
      To add to that, you can litterally meet two People from the irradiated Wasteland that were recruited by them, aka: Dr. Anna Holt (Scientist from the Purifier) and an Engineer in the Mobile Crawler Base that used to live in the Wastland. Which kinda means that... well-- the Enclave truly doesn't 100% care about Purity, but about Restoring America through any Way possible.
      Oh! I almost forgot... that also includes Ellen Santiago, someone from the US Army that used to be stationed during the Great War in DC, which means the Enclave didn't care 100% about Purity as early as before Fallout 76.

    Bit of info for you Oxhorn, the opening cinematic of Fallout 2 is non-cannon. The devs said so a few years ago and Tim Cain mentioned it in a video on his youtube recently, it was only included because the devs like "how hard it went"

    One thing always kinda confused me in the Fallout Show. After we see the Predwen arrive on the West Coast (which must be its longest journey to date, even though fallout 4 lore said it could barely stay in the air let alone travel again…) Elder Cleric Quintus says the following “Our Mission comes from the Highest Clerics in the Commonwealth. A denizen of the Enclave had been identified.” Now along with how Elder Maxson is not noted to be in the Commonwealth, rather the High Clerics seem to be calling the shots…and how the hell did they find information on Winzig defecting from the Enclave all the way on the East Coast? This basically confirms there was indeed some sort of Enclave Presence in the Commonwealth. Not only that, but they must have had some sort of long range communication device which the BoS intercepted in order to discover Winzigs defection to the NCR.
    I’d really love a Broken Steel style DLC for Fallout 4 that takes place 9 years after the Institutes destruction. The Clerics have been established into leader positions, the BoS controls most large scale settlements, conscripts the Citizens and destroyed Goodneighbor and stole its Memory Loungers for Training Simulations, and they discover and underground Enclave Division that you as their Sentinel get to beat back. At the end you find the Enclave Long Range Communication Device and intercept information about Winzig’s defection!

      Did you play 76? There is a mission there where you have to capture am old Enclave facility tosend a long range communication to Elder Maxson in the West.
      So yes they both had long range communication.

      While the Brotherhood of Steel might procure the memory loungers, they wouldn’t have to destroy Goodneighber (I doubt Goodneighber is as dumb as the people of Filly) to do it. There is also no lore proof that they actively search out and kill non hostile ghouls.

      @@mattt233 Fallout 76 is set in the year 2102, 25 years after the bombs dropped. BoS Elder Maxson from Fallout 4 wasn't even born yet during Fallout 76.

      Simple answer: The Brotherhood of Steel airship shown in the Fallout show, while outwardly identical to the Prydwen from Fallout 4, is _not_ the Prydwen but a sister ship. The showrunners have confirmed in interviews that it's not the Prydwen. The TV show is officially set _after_ the events of Fallout 4 in the timeline. Fallout 4 was set on the New England East Coast in the Commonwealth (with the Prydwen having come from the Capitol Wasteland further south), while the Fallout show is set on the West Coast in California, specifically in/around Los Angeles (as you can see the remains of the Santa Monica pier when Lucy emerges from Vault 31), and Hank goes to New Vegas at the end of Season 1.

      @@TF2CrunchyFrog Roger Maxson founded the BOS right after the Great War, and communicated with the BOS chapter in West Virginia. Then there is his descendant Arthur Maxson who took over the DC BOS chapter, and was prominently shown in Fallout 4. In short there are two Elder Maxsons in Fallout lore, understand. Also the airship in the show has the name Pryden on it, and since it was made specific materials and parts, it is unlikely to have sister ships.

    I don't get the Enclave's depiction in the show. There are no Enclave flags or emblems, they aren't in a high-tech base, the uniforms don't look like the ones we've seen, everyone is wearing Pip-boys, and the lab coats have those yellow boxes that look like Vault-Tec lab coats. They are also carrying laser rifles, not plasma, and they don't show any power armor troops.

      @@robevans8629 which is weird considering how spot on accurate everything else looked. They probably just didn’t want to spend money making lots of Enclave staples for such a short scene. If they get more screentime next season they should have much more recognizable aspects.

      @@jakespacepiratee3740 probably, I doubt the Enclave will make much of an appearance next season though since the focus is heavily implied to be on Mr House. I think they included the Enclave in the show because they wanted to name drop a well known faction that would get people's attention.

    It feels like there's a deep connection between The Enclave and Vault-Tec hinted at in the show. They seem very much deeply intertwined.

      to publicly protect a handful of US citizens, but Enclave actually wanted to experiment how people would handle
      being in a small contained space for like 10, 50, or even 100 years, so you got control vaults, that just do normal living
      in that kind of space, then you got the ones, that had ways to control people's mood thru spraying stuff into the air and
      low frequency audio, the ones where they had unusual societal systems enforced, 34,
      where there was lots of boomie booms, but not much living space and then just freezing people and
      making a handful of staff look after them in 111. WW3 happening then sorta cut their ties and it was sorta left open,
      if any colony-ships were made an left the planet after 'the whole shabang' began.

      I mean yeah the data from The Vault experiments goes to The Enclave. But I think by the time of the games Vault-Tec and The Enclave are not buddies because both want to be the ones to repopulate the Wasteland and I doubt either faction wants to share repopulating America with the other.

      Before the show it felt like Vault-tec as a unified entity and concept was just simply gone and
      vaults were just these independent underground cities, that were distrustful of even outside people
      wearing the blue jumpsuit and pip-boy, like when you reach 88 in Fallout 4.
      I think that is still the intent, it's still not going to be: "Yo, Vault 60, open up, I'm from 50! We're family!"
      It's all up to the individual vault, if they wanna hook up with the Enclave,
      as long the Enclave does not automatically do the minigun-salute, like back in Fallout 2.

    The implication at the beginning of the first episode is that they're not in California. Where the Ghoul is buried certainly isn't. The words they use when laying out the scenario imply that the doctor guy flees TO California. Heading there to meet Maldover.

      @@RenSako In the first Ghoul scene at the end of episode 1: "California, that's where you're from, ain't it?" Also the reference to Don Pedro who has kept the Ghoul buried. That is a Spanish/Mexican honorific. From the scene, it is apparently Tijuana or some other place just south of the pre-war CA border.

      I think they were trying to breed an army of loyal Super Mutants the Frank Horrigan (again) and the Dogs are test subjects who are trained and later dipped in FEV and transformed into Mutant Hounds. This is probably also another reason the Scientist left, even if the dog survived testing he would have a fate worse than death.

Look at all the stuff that doesn't pay off, or only raises more questions. The dead people in Vault 32, Moldaver's actions during the raid contrasted with her behavior in the final episode, etc. And on it goes.

    My guess, the Enclave will be the origin of your next character for Fallout 5. You will be a soldier who will first hand become disillusioned with the Enclave's actions (in the quest intro) and want to break away. Just a thought. I assume the Enclave is working with Vault Tec when we see them in the tv show. I believe that the figures in the Vault Tec meeting of the corporations (in flash back) are the current President and his staff/representatives of the US government. They will be the big bad, why else introduce them in season 1.

    The Enclave is the remnants of the US government, the US government is huge and the US is a big place it's highly likely there are hundreds of bases, it's also possible they have all been given specific tasks and will only contact other members once they are ready for it to be implemented. I wouldn't be surprised within the organisation most of them don't know what the others are doing. The only thing really consistent is the F.E.V. SO was the enclave defeated? Not even close...

      If there actually were over 100 Enclave sites all over the CONUS, they'd need a big bloated bureaucracy to manage them all. The Enclave may be many things, but a bureaucracy where someone needs multiple levels of approval to get anything done, is definitely not them.

      However that does not mean resources and allocated from upper management to an Outpost/Research station and who ever is in charge of that will allocate to their underlings. Which is the bureaucracy you are talking about.
      We also know that the Enclave is not fully unified either there are Divisions within that organisation.

    There's a new possible site for the future...
    In the New Skyline Valley expansion for Fallout 76, there is a new location called the Brown House. It's a presidential retreat.
    At the time of the war there were supposedly agents stationed there. In the basement there is a bunker entrance next to an armed security desk. The entrance has a keypad and is locked, aswell as having a bookshelf knocked in front of it partially.
    I think this is a PRIME future Government or Enclave location.

      It's a moot point now as the Prydwen airship shows up in California near the end of the last show. The meaning is quite clear that the institute has been destroyed and that that is now canon. It might have been possible that a wayward scientist who was working on FEV made their way to the institute but that is just a guess.

    To be fair to the Enclave: the soldiers and officers in _Fallout 3_ weren't even aware of John Henry Edens' plan to use FEV on Project Purity; when we confront Colonel Autumn at the end of "Take It Back!" we can present him with the modified FEV that John Henry Eden gave us and is vehement against its' use saying that they had abandoned that particular design for the water purifier: their goal in the Capital Wasteland wasn't to poison the well but to control the well: using Purified Water as a means to gain a definitive power base for themselves within the Capital Wasteland. It was John Henry Eden that wanted to use FEV, and it's likely that the majority of the soldiers in the Enclave tends to follow the orders of their Colonel instead of the President.
    _Fallout 4_ should have carried the momentum of the option in _Fallout 3_ to spare Colonel Autumn and allowing his troops to leave without issue: as it would have given the Enclave an in-road to growing as a more interesting faction: with Colonel Autumn traveling into Boston to try and reconnect with Americas' roots not in the political landscape, but from the everyday people that make up the nation: the Soldiers that fight for their homes and families, and the Civil Servants that protect their nations laws and inalienable rights. This would have been further supplemented by the Enclave dividing into two groups: the behind-the-scenes faction that we're familiar with, and a new public face organization that answers to the Enclave and seeks to help in rebuilding the scattered communities of the Commonwealth for the betterment of rebuilding the nation from the ground up once again: this public face group being The Minutemen.
    Preston Garvey's induction of the Sole Survivor into the Minutemen will be step one of a quest to help out the Enclave; with him taking the Player to Colonel Autumn who will explain their new stance here: a stance of wanting to seek coexistence with the various communities of the Commonwealth along with a strong rational dislike of Raiders, Monsters, Super Mutants, and The Institute most of all. To the Enclave in this story; The Institute represents what their group originally was and that they desires to prevent the establishment of a centralized governing body in the Commonwealth is seen as antithetical to what the faction stands for now.

      No, if you read the Enclave terminals, they treat the Gunners the same as the BoS - a hostile force too powerful for them to take on at this time. Otherwise, there'd be lore galore about the Enclave delegating tasks to the Gunners.

      Talon in Fallout 3 also was not really working much for anyone, despite being soldiers for hire,
      they were just meanie angrypants in there, Fallout 4 mercs improved some more,
      but they still tend to attack on sight, not really a good business-plan, if you ask me.
      Best blend would be to act like a mix of the *unners and the mercs working at the Parson mental ward.

    I couldn't tell for sure but in the show the Enclave facility seemed to have been under the open sky with ruined frames of a roof only. On the mainland, supposedly. That feels counterproductive if they want to maintain their purity. A distant oil rig and a mountain fortress feels more sufficient, but the facility in the show wouldn't keep out a duststorm. Maybe they are lowkey refocusing their efforts on control? Control over flora and fauna, energy, maybe people as well. With their numbers diminished so, they might reconsider wanting to wipe out everything impure, as long as they can control them instead. Doesn't make them any less fascist, but focusing on another aspect of it.

    The Enclave feel like an S3 threat. In S2 I imagine we'll see more NCR, Some New Vegas flavor, Maybe the remnant of the Legion, and possibly something new!
    But the Brotherhood have the cold fusion generator now. They are going to leverage that power to build an empire in the ruins of LA. If the Enclave is going to make a move, it will be there.

    I believe that at this point, the Enclave is a more decentralized organization. There’s no longer one base that some random wastelander with thick plot armor can waltz into to blow up and put them back at Square 1 anymore. That’s a lesson they learned twice, both at the Oil Rig and Raven Rock. They may have bases populated with 10’s MAYBE hundreds of people, but they’re no longer putting all their eggs in one basket. Bethesda regularly eludes to the idea that the Enclave have many more bases in the wasteland than what has been discovered so far. The Rapidan Camp Bunker in Fallout 76 (before it was removed because it “wasn’t supposed to be there yet” according to devs) suggests an Enclave base in Norfolk, Virginia. And considering its placed alongside the Rig and Raven Rock, we can assume it has just as, if bot greater importance to them. Norfolk houses what is essentially the Headquarters of the United States Navy, so it’s importance to the Enclave in a strategic sense is unquestionable. And since we have yet to see or hear of what goes on in Virginia aside from D.C. there’s no reason to believe that the Enclave base there (if there truly is one) isn’t still operational. Then of course there are other government facilities; Mount Weather, the Cheyenne Mountain Complex that houses NORAD, as well as the overseas military bases. Any one of these locations could be a possible Enclave outpost, research center, supply depot, production facility, or whatever else you can think of. Then of course there are the implications of the internal politics in these places. Some might just go along with the purity idea while others may be a more chilled out in their views against non-Enclave people. Think kind of like the Reformist faction of the Enclave from the Old Worlds Blues mod from Hearts of Iron 4. Overall I think both the TV show and games series has barely scratched the surface of the potential the Enclave have outside of basically “the bad guys”. And I for one am very excited to see what both future updates for Fallout 76 and the next season of the show will hold in store for them!

The Enclave are not going to sit on their hands while the Brotherhood reaps the benefits of their stolen tech, and I doubt the Enclave could use subterfuge against the Brotherhood to get that tech back. They'll attack directly. Hopefully we'll see their X-01 power armor in combat.

    This portrayl of the Enclave felt more like the Institute or Big MT. I suspect that the military arm of the Enclave was largely wiped out, but I could believe that Enclave research facilities survived in remote locations. Surprising though that the Brotherhood wouldn't take these facilities as a threat. Although the Brotherhood seemed like it may be struggling with internal strife and may not be unified enough to face such a technologically advanced foe.

      The Legion are probably even more evil imo. A lot of ordinary Enclave soldiers didn't give a shit about the Enclave's deranged ideology (see the Remnants in F:NV) and some even helped blow up the oil rig.
      Meanwhile Legionaries are pretty much uniformly evil all the time. You can't really have a conversation where they don't say anything utterly deranged. The least evil one is probably Ulysses, who has committed genocide.

    6:30 "Clean" vault dwellers from Vault 13 was used as control group for a FEV modification which was intended to kill any radiated person in the wasteland but shouldn't harm any "clean" person as enclave was pretended to be. Well ofc they've could use their own people as a testing subjects but sprobably enclave scintiests were against this but they weren't complaint about their tests on vault dwellers. pretty weak point I know but it's explained in Fallout 2 so we can only take that as is - it's just a 1998 game which somehow turned into an cultural phenomenon.

    I'd say the Enclave won't be a threat until at least season 3, or late season 2 at earliest. From what was shown in the last few minutes of S1E8, we're going to Vegas baby, and we'll probably be learning more about what happened there and what Bethesda will show as the "canon" ending to New Vegas. I'm thinking we'll probably see a Deathclaw for the first time in the show, we'll find out more about what happened to the rest of the NCR, because I don't believe that the fall of Shady Sands was the fall of the NCR, hopefully we'll hear an NCR Trooper saying, "Patrolling the Mojave really makes you wish for a nuclear winter.", but overall, not sure what's in store, hope the show turns out good, hope to find out why the Enclave is still around and kicking canonically, and hope anyone reading this to the end here has a great day!

      I think it was this weird story about how remaining forces from California and
      Fallout 2 made the trek to the capital wasteland to settle in at Raven Rock.
      Almost would have felt more logical, if they were just the descendants of
      government people, who took shelter inside Raven Rock back in 2077, if you ask me.

    The first enclave power armor set i swapped for the attackers power armor suit not knowing there mission was to retrieve the suit. I put the original pierces of armor in a mailbox nearby thinking I will come back with empty hands to snag. It was gone all that was left was the flamer thing that weights a billion pounds. They came back and found the suit in a mailbox and completed there mission but they stuck around after

      Because the White Spring Resort is owned by the Enclave, or rather, the American Government. That's why there is the White Spring Bunker that MODUS now controls. As Oxhorn stated in his video, Enclave personnel did stay there in the bunker, but after infighting were all killed by MODUS.
      Orlando is believed to be one of many spies for the Enclave within Fallout 76, but is just the most obvious example of them.

The show just revealed that Management is Vault-Tec. Vault-Tec also created the Zax units. Which President Eden was. So deciding to call both factions Management is a significant thing for Bethesda to do. Even if it wasn't intentional.

    The whole Enclave plan in fallout 2 was going to backfire on them hard. Having a virus that kills off mutations means all the good mutations that are needed to keep the genetic code from going lopsided will also be killed.

      Lookin' at timelines, Enclave was this quasi-Illuminati, that started the whole Vault-program,
      but then lost its hold and control over the vaults, while Institute was just random CIT survivors
      simply at first trying to make it thru the... Fallout. One thing is weird Enclave almost seems to have even
      forgotten the coordinates for vaults at least in FO3, while I think in the beginning of Fallout 2,
      they knew exactly where to go. One would think they have committed to memory the locations of the vaults and
      all the secret overrides to opening the frontdoor even an Overseer perhaps would not know about.

      I.E. The USS Enterprise which is currently undergoing its 7th iteration.

    It's a bit of a jump connecting a supermutant test subject with pristine samples of fev. That said It's not completely out of the question.

      The enclave wouldn't have needed the labratory samples for their tests on fev if just having a supermutant was enough to reproduce the virus. It would likely be either mutated by bacground radiation spent or effectively eliminated by the upgraded immune system the supermutants recieve on thier forced "evolution". Remember that there are multiple instances of supermutants searching for more fev which lends creedance to the thought that their own tissue no longer contains the virus or they would just use blood or saliva or something similar to spread it. The army wouldn't want anyone to get their hands on supersoldiers by capturing one either so it's likely they would insist on measures being taken to limit the effective lifespan of such a thing as well.

    With a good chunk of the area now having power again they are bound to make a move to either occupy the area or get their hands on the source again. I feel like they are going to be a bigger factor in the second season after the BoS lost so many folks in the battle for Griffith Observatory.

    I dislike when people get pissy when the enclave returns, the enclave is undeniably evil but they're not stupid. They wouldn't have all their soldiers in one place and probably still have a few major bases like we see in the show, it's just due to their denial of the outside world that they dont appear as much as the brotherhood

    One thing to note is that in Fallout 3, the highest ranked member (besides President Eden) you fight *Colonel* Autumn, not a General. So there is definitely some leadership around

    I'm so damned tired of the Enclave at this point. I hate how they're now in FO4. It doesn't even make sense. Yes, let's go to Boston where the faction that kicked our ass with inferior technology, training, and resources are, but now with superior EVERYTHING, a metal blimp, and a rebuilt giant robot. Whatever. The Playerbase made the Enclave stupid-evil by shoe-horning them into FO4 through those creations.

      Yeah, all the Enclave stuff that came with the update to Fallout is just pretty in a hurry copy-pasted stuff.
      You've got Enclave personnel outside of power armor or hazmat suits just chilling in the Glowing Sea and
      only the pilot of the Vertabird at the end of this " epic quest" is wearing a hazmat suit.
      I think they knowingly needed to remove the possibility of radiation damage from the Enclave personnel and
      that still did not ring any bells in their mind. If I use modded in spawners to spawn someone like
      a Minuteman or a Merc into the glowing sea, they drop in under a minute all by themselves from the radiation.

    Compared to the technological levels of the Institute from Fallout 4, the Enclave is a bunch of toddlers playing with blocks. I'm still convinced the Institute below Boston used Zhetan alien technology. And seeing how the facility is basically a giant town-size underground vault that _wasn't_ built by Vault-Tec, and is spacious (with trees inside) and fully autonomous and has housed generations of scientists, it must've been built in secrecy long before the war of 2077.

    I have to theories about the enclave first Deacon from Fallout 4 says he thinks behind the Gunners is another organisation I think maybe the Encöave use the gunners for their dirty work because their power is shrinked one proof could be that the Gunners used vertibirds but I simply think their are tools not really part of the Enclave another thing I think maybe they recrut many of the Institute members after the distruktion because they want use their technology but because of their purity rules they are maybe tools to.

    @22:02 - A minor quibble: the institute's initial interest in FEV was not to create a supermutant army. It was to redefine their own humanity. They hoped to use FEV to change themselves into a superior form which was immortal and immune to radiation and disease, free of all defects. But every experiment failed (producing the various supermutants, who were then released into the wasteland above).
    At this point they turned to robotics with the idea literally building a better human body and uploading their minds, but while they succeeded in building a better human (Gen 3) even as early as Gen 2.5 (Nick, Dima) there were issues of personality drift and insanity. This led Father to consider further research in that direction a dead end, after which he tried to insist on a return to the FEV research. They had already proven able to safely use FEV to create individual tissues (from Father's DNA, the basis of each of the parts used to make Gen 3 synths). But then Virgil destroyed the FEV lab and escaped, leaving the Institute unable to continue its research into FEV.
    There was never, as far as I can tell, any intent to create an army. The supermutants on the surface were just the failed rejects - released into what the Institute considered an unimportant wasteland.

And the Institute absolutely had interest in creating a Super Mutant Army. X6-88 repeatedly said the world will be better off when the Surface World dies out. Why was the FEV Program continued after the creation of Gen-3 Synths? Virgil says himself that Father refuses to shut down the program. He was using it to create a new dangerous threat to help kill off the surface.
      Ironically Shaun’s DNA could have been the key to creating intellectual mutants they could control, as what caused dumb mutants to form is radiation exposure and/or prior FEV exposure. Shaun’s pure DNA could have given the Institute controllable mutants. Somehow they never realized this. Or how to create Psykers.
      *THE MASTER WAS ABLE TO BUILD THIS IN A CAVE…WITH A BOX OF SCRAPS!*

Nowhere. Instead, more than once it is referred to as disposal. Does the Institute - which believes the surface world is doomed to certain death - have any reason to care if the failures they released hastened that death? No. For that matter, the entire point of the nuclear power plant quest is to arrange for the Institute to have enough power that it can eventually abandon all connection with the doomed surface. Rather than war with the surface, what the Institute ultimately wants is absolute isolation from the surface.
      The FEV program I referred to was the one Virgil described, which was intended to change the Institute personnel into super humans. That was a failure. Eventually it was decided to attempt such with samples of pure pre-war DNA, which had more success - but only at the level of individual tissues, organs, and bones. So the Gen3 program was initiated as an attempt to build a biological 'robot' - a synth - using these FEV treated and grown building blocks: the only successful use of FEV by the Institute. Except they later proved unable to prevent personality drift in these new bodies. After this was realized Father tried to re-start the earlier FEV program meant to change their own bodies (rather than upload their minds into new bodies), which as mentioned was prevented by Virgil.
      This was the primary drive of the Institute, and the reason for the name: 'Mankind Redefined'.

    it was my impression this enclave base wasn't in california.
    firstly, there's the history you provided about the regions where they've been more or less wiped out.
    secondly, when Wilzig escapes, we see a snowy environment in stark contrast to the sands of the california wastes.
    thirdly, the brotherhood elder said they had received "orders from the highest elders in the commonwealth" to track down Wilzig - plus the prydwen being flown all the way out from the east seems to signal those in the east new about it first.
    fourthly, the way the bounty hunters who dig up the ghoul talk about the job - and that they appear to be somewhere in either the southeast - indicate that this bounty spread over the country and wasn't regional.
    lastly, the ghoul says in philly that a contract came down through "all five agencies." given our vault boy seems to be very well traveled across the continent, this reference to the agencies seems to be referring to the largest bounty hunting agencies in all the wastes.
    If I were to guess, I would say the base would be somewhere between montana and michigan.

    Something I think should be considered is we don't actually know WHERE the enclave base was besides that it had snow. It was nowhere close to LA if this is the case and its likely the scientist who ran was somewhere up north in the mountainous parts of Cali or elsewhere. He made his way towards L.A and that was when word finally got out about his escape and what he was holding.

    the Chosen one only blew up a Oil rig, there is many bases, so as a recurring faction makes sence just because of the chapters of each base can be different. maybe this Enclave chapter is primarily a research/production facility

      Fallout 2 only shows us Navarro outside of the oil rig. If you ask the president about it, he says it's a refueling base, since the vertibirds have a limited range. Which implies it would be difficult for the Enclave to cross the wasteland or establish other bases further East.
      Plus, I hate the idea that the Chosen One's actions don't matter, but that's what Bethesda's take on the series amounts to, both in the show and in their Fallout titles. The Bethesda Fallout wasteland is one big Saturday morning cartoon show where no one ever dies and nothing of significance is ever allowed to happen, and the only consistent theme is "Stay tuned and give us your money."

      @Thagomizer to be fair tho, the Enclave is the old world government.
      So for them to have a special military force and bases across the wasteland makes perfect sense considering the tax payer dollar paid for the bases construction pre war.
      But there are some obvious factors at play. Who supplys the Enclave, where do they get there materials and tools to construct stuff like post war power armour, vertabirds.
      Just like in the real world there is military bases that have combat units and other bases that just have support elements.

      @@harleyinglis5360 In Fallout 2, it's established that they trade with the Salvatore family for certain chemicals they need in other operations, and they kidnap wastelanders to put them to work in excavating the Mariposa military base. So they clearly can't do everything by themselves. In fact, the reason they are even working on mutating the FEV like they are in Fallout 2 is most likely because they don't have the advantage of numbers. The NCR and the Brotherhood were able to defeat their forces at Navarro, after all.

      @@Thagomizer they probley dont have the workforce for labor but they do need to eat as food needs to come from a trusted source. so my guess is that the Enclave has a Supply base. a supply base where they grow food on untainted soil, raise dogs, makes munitions. a trusted source, so this is my theory of this situation of the little bit of the base we saw in the show.
