I hope they're actually becoming more progressive; if SA becomes more progressive, it will ripple throughout the whole middle-east, as they have a huge influence on a lot of different Arabic-speaking counties. I am from Jordan, for example, and SA becoming more progressive would definitely positively influence Jordan a lot.
Jordan had a very active underground metal scene, and also a techno/rave scene, but both have unfortunately died out almost entirely in the previous decade, as people have become much more conservative and more nosy.

I at least know of private concerts being a thing for the mega wealthy, so I think it's possible that it's more an exemption for that purpose rather than a lifting of a ban that might be in place. After all, money can move mountains if you have enough of it

I'm Australian and I'm not at all surprised about stupid bans, we censor and ban a lot of media that we don't need to, mostly videogames though admittedly. For music, we tend to have the same parental advisory stamps you have in America. Hell, they might just be the exact same. To be fair, tons of bands (particularly death/black/thrash with anti-religious lyrics, satanic imagery etc.) would get ban/face legal issues in many areas of the world, it's more that managers know that and don't bother booking concerts there. Sometimes just the name of the band like Deicide could be enough to trigger blasphemy laws, I think.

10:23 It wasn't "Pu**y" but "Ich tu dir weh" which caused the album to be pulled off shelves. According to the Federal Ministry for Families back then led by a rather unimportant figure named Ursula von der Leyen (who now serves as the head of the EU Commission) that song propagates unhealthy forms of relationships to the youth, including but not limited to unconsentual BDSM, using rodents for stimulation and generally sexual practices which show very little concern for the wellbeing of your partner. For a time, the band was also banned from performing the song live and when they did (censoring the lines mentioned in the original ban) the ministry promptly banned the instrumental of the song as well.
The band's legal counsel, having filed an objection to the ruling right away, used this to argue the band was unlawfully targeted - a notion later confirmed by a judge who not only lifted the ban but also forced the Ministry to surrender all files related to that decision. Turns out the ban was enacted at the personal wish of von der Leyen herself (probably because she caught one of her kids listening to it but that's not confirmed) and the Ministry forewent all due process and intermediate steps to escalate the issue right away which of course was absolutely unlawful. As far as I know, the German state had to compensate Rammstein royally for the loss in revenue. When I saw the band for the first time in May 2010, they were already back to performing "Ich tu dir weh" in its full glory.
"Pu**y" only had its official video banned from TV broadcasts because it was literally porn. And they also stopped performing it live earlier this year for reasons you already discussed earlier.

Short comment on the german Rammstein "ban":
Aside from very specific cases that deal with things like nazi literature calling for mass killings of ethnical groups and so on (which obviously you're not allowed to distribute), we don't really have censorship in a straightup fashion. Instead we have a list of works on something roughly translated as "list of youth endangering media" that is restricted in two major ways:
    1. It can only be bought by people age 18+.
    2. You can't promote the things on the list in advertisment etc.
Whats on this list changes a lot. On a censorship themed lecture at uni I met someone who is helping to decide whats on there and what not. It's always revisited after a certain amount of years and reevaluated, the best example for that being the splatter (or slasher? not quite sure on the category) movie "The Texas Chain Saw Massacre" that was on said list until the 2000s and then they decided that the effects were not seen as realistic anymore and thus it was removed from the list.
Rammsteins stuff was on this exact list, so while it was a big deal in media it mostly led to more attention for Rammstein.

additional context for the Rammstein Germany thing:
in Germany, there is The Index ("Index für Jugendgefährdende Medien" if i remember correctly) which disallows ads and public displays of media if it is deemed inappropriate for minors. This is specifically more intensely inappropriate stuff than ESRB ratings, as DOOM (1993 video game) was also on the index but other games rated 18+ weren't. It's really just extremely sexualized and or violent content that gets on there, and for a publisher it means that only people asking specifically for "the new Rammstein record" can buy it (which is a big deal).

Die Ärzte at one point in time had like 10 songs banned and pretty much all their 80s records. They include songs about a monster from below the bed brutally mutilating a small child, called lullaby, a song about a women fucking a dog, horse and then a whale, the German chancellor beating his wife and most famously a song about incest. That song is still banned to this day and can not performed legally live. They play it instrumentally on very rare occasions with the crowd singing back the lyrics to it.
This song also got the singer thrown out of his parents house at age 15, later he dedicated it to his older step sister, who introduced him to punk music. Reportedly she found that all hilarious, different to his parents. This whole situation made them into one of the biggest German Bands while at the same time almost bankrupting them, leading to their first hiatus. They are also a big reason why this isn't such a bad problem anymore, they almost only regulate stuff like Nazi glorification etc. nowadays. Also it counts as a stamp of approval among rappers to get a song banned.

The article uses the word "banned" a bit disingenuously IMO.... there are significant differences between a visa being denied and an album having a restricted release, and neither of those are actually "bans."
Led Zep wasn't banned... long hair on men _was_ banned in Singapore, which caused their entry visas to be denied. In the case of the Beatles, they were refused permission to tour because of safety & security concerns... and frankly, if you've ever seen footage of the crowds they attracted just getting off their plane on tour you wouldn't blame officials for thinking twice about it!
Every country has it's own laws & visa rules and the US has some of the strictest, even now. So I think Loudwire have done these artists and these countries a disservice by oversimplifying these situations & lumping them under the "banned" term.

I saw Cannibal Corpse live (in germany) when their album "Vile" just came out (in 1996 which I guess might even have been my first live concert) and they were the headliners and played with Impaled Nazarene (the band I was most interested to see live), Asphyx, Grave, Immolation and Rotting Christ. Since many of their songs were indeed banned (even their band name on the ticket featured a nice stamp with the words "verboten" on top) and couldn't even played live they chose to just perform kinda incognito using that current album title as band name and just played all their songs (even the banned ones) just without announcing the titles, since the authorities couldn't distinguish one song from another anyway.

Germany has several different types of Banns. So "Banned in Germany" usually doesn't mean you can't get something here. In Order of severity it's:
-Displayban: An Item isn't allowed to be displayed or advertised in a shop but the shop is free to sell it to someone who's legally allowed to buy it (usually means 18+)
-Saleban: An item isn't allowed to be displayed, advertised or sold, but can still be imported into the country by someone legally allowed to own it (again, usually 18+)
-Complete Ban: Displaying, advertising, selling or owning the item is prohibited.
80-90% of all bans fall into the Displayban category. Those tend to mostly be for visual reasons. for example: Musicshops don't have an 18+ section, so kids can walk around the place. If coverart is too disturbing or distinctly 18+, it tends to get Displaybanned. Same goes for movies, Videogames, etc. Things like P0rn and Tobacco, which have an exclusive 18+ audience, tend to get their own regulations.
only extremely few things fall into the complete ban. It's usually things like heavy Nazi propaganda, Hatespeech, etc.

You should check out the list of songs that have been banned through the years by the BBC. Some of the reasons are hilarious.
Artists from Dylan and Stones to Tom Lehrer (about 10 of his songs were banned at points) and to The Prodigy and Frankie Goes To Holywood (the fun part is they banned "Relax" due to sexual contact but at the same time played Lou Reed's "Walk On The Wild Side" which has sex and drug references throughout as a classic single, it seems the Beeb didn't notice😂).
My favourite ban was Kinks "Lola". Not for being about a trans woman but due to them mentioning "coca-cola" a brand name😂. Yes really!
At one point the song "Ding Dong The Witch Is Dead" from The Wizard Of Oz was banned as folks were buying the song to celebrate the demise of Thatcher (one time Tory MP and for many a figure of hate).
As I said the list is really interesting and quite funny looking back through the years ("My Ding A Ling" being seen as so damn rude).
It also shows the BBC for being a bit thick when it comes to censorship!

No, Rammstein has never been banned in germany. But it's right. You weren't able to find the album "Liebe ist für alle da" for some weeks in german stores. I think they put a version of that album without the song "Ich tuh dir weh" in stores, because it was particularly that song that caused the problem, because of its graphic description of BDSM practice. I remember that very well. It was the former family minister Ursula von der Leyen (currently president of the EU) who caused this. Other than that, there were a couple of Rammstein videos that were banned or simply not played on Music Television. Some were heavily censored. That's all.

German censor is sometimes really bad for bands. In germany we have two lists on stuff that is banned called "The Index". List A and list B.
Stuff that the "testing center for media harmful to minors" thinks is harmful gets on List A. That is not that bad. It just gets a 18 symbol slapped at it and now you can only buy it when you are 18.
However if the testing center wont approve of something it gets on List B. Everything on there gets a absolute ban on distribution. Which means: No selling, no streaming, no performing. (Performing only after midnight and when age was checked on every visitor before)
German black/dark metal band Eisregen had a really bad time with this since after the testing center found out about their work basically 80% or their discography was banned. So they could not sell or perform most of their songs.
