My Open Letter to Canada's Immigration Minister Sean Fraser - TR Processing Times and Communication

  • My name is Steven Paolasini and I'm a Regulated Canadian Immigration Consultant. I love helping newcomers call Canada home and am particularly specialized in business immigration. Here is my open letter to the Minister of Immigration - Sean Fraser regarding the failures of IRCC sent at the end of 2022. It has yet to receive a response, let me know your thoughts.
    RE: IRCC is failing Canadians and newcomers miserably
    Dear Minister Fraser,
    As a Canadian Citizen and licensed immigration professional with a practice in Canada, I am writing today to express my deep concerns with the current state of affairs in your ministry: Immigration, Refugees and Citizenship Canada.
    I, like most Canadians, expressly favour Canada’s present and historical, meritocratic immigration policy that has helped grow Canada into one of the best nations in the world to earn a living, start a business, grow a family, or seek refuge. Our Citizens’ favouritism and encouragement of international migration is something that Canadians like myself are proud of and we hold dear to our hearts. It is part of our identity as Canadians. Canada is known worldwide as The Country that admits the best and brightest from around the world through a meritocratic, competent, and compassionate system. We understand that our country was built by immigrants. We are all immigrants. It is a heavily non-partisan issue: immigrants and a robust immigration policy are favoured overwhelmingly in this country. This is something many other developed competitors cannot lay claim to. In the words of our Prime Minister and your house leader, “Diversity is our Strength.” and most Canadians, regardless of political stripes, truly believe this.
    However, in recent years there appears to be a rapid departure from this once proud cornerstone of Canadian identity. My main source of infinite frustration, and that of many of my colleagues, and your stakeholders, in having to deal with IRCC would be the sheer incompetence and absence of basic customer service that should be expected from any marginally effective government department, especially one as critically important and significant as yours.
    These continued failures are damaging our reputation as a country abroad and at home. The once overwhelmingly fair and competent IRCC has rapidly descended into an incompetent, unfair and increasingly opaque department lacking even the most basic communication skills, processing competence, and absence of accountability that we as law-abiding, tax paying Canadians have a right to expect. Some days I ask myself, what is the point in even trying to help someone in calling Canada home? God forbid they are from a visa-required country because at this point, it’s like playing Russian Roulette with an applicant's future in the processing uncertainty of their application! There is zero accountability when the processing time exceeds your own set service standards and when it so often does, it happens in the absence of any sort of basic and constructive, non-boiler plate, 2-way communication with your department.
    If you have gotten this far reading, I thank you for your attention, and would like to elaborate on these main points of frustration and critical failures in the department: accountability and communication. I believe that your department needs to address these failures immediately to preserve the integrity of our immigration system and the reputation of our country.

      I believe he should resign as well. It’s almost like he let things get bad, now, trying to fix them he’s making things worse.

    Thank you. I have never felt more heard. As someone who has to process Work Permit applications on behalf of the Employer, it is FRUSTRATING not having someone to contact. The only way I can respond is by FAX (in this day and age) and I don't get a response, so I have to pray my letter of explanation works. And there is no way to go into the Employer Portal to fix a minor issue, but I can't go anywhere else to fix it either (which by the way, I shouldn't have to fix if they read the supporting documentation properly). My message portal doesn't seem to be working, so despite receiving email notifications that there is a message in my portal. I'm not getting them. And trying to fix this is like pulling a tooth from a tiger.

    Just wanted to say thank you a universe for your efforts to echo the concerns and vocalize the voices of so many of us who are affected by the lacklustre and inept IRCC. They made a lot of bad decisions early on during the pandemic and now are kicking themselves for the mess they have created. They have lost my vote and trust in every imaginable way.

      Thanks so much for the thoughtful comment B J. In a not too distant memory I recall a Canada that was competent, communicative and compassionate. I'm doing my best to get the word out and doing interviews, podcasts, tweeting, videos. One day I'll be in a position powerful enough to effect change, but for now, this is what I can do, and continue to grow in this way, Your comment helps my video be seen by others, and for others to help spread this message, take their own action, vote differently. Things will change, this is only temporary. I'll have it no other way.

    Well said, a lot needs to be done to save the crumbling immigration system. I am also a licensed immigration consultant and have experienced the problems not only for my clients but for personal cases as well. I have been waiting for my citizenship for more than 2 years and waiting for supervisa for my dad ( who already visited Canada but had to reapply due to new passport) for more than 5 years.

That is the deadline, I am hoping that you provide some input from your experience as an RCIC, and recommend positive changes to EE!       @@sjpimmigration WOW why didn't they send this out to the stakeholders? They must have a mailing list for RCICs!!! Why burry it? If you hadn't found this we would have lost chance to voice our recommendations. Unbelievable. This just shows how corrupt this system really is. RCICs are major stakeholders for IRCC. I will try and write something together on my flight so we can go through it when we meet later today.

    Hello steve, I've been a subscriber since i saw the video. Just curious about your meeting with shadow minister on Feb 21st, regarding PGWP extensions 2023. Can you give us any thoughts on how did it went??

      Hi Krishna. It went well with Tom. I’m grateful he gave me the time to listen and took note of the many issues we’re all facing with IRCC. What was most valuable was that our voices are being heard. Need to keep doing exposure, publicly and talking about it for things to change. There is a lot of coverage in the immigrant media, not enough from the mainstream. The letters, posts, tweets, it all matters. They are all aware of the PGWP issue, but it falls within the hands of the minister to take action.

    You nailed this. Working with IRCC is beyond frustrating. It is a broken, racist, biased, unfair and utterly incompetent government ministry that needs a major overhaul. They need to be held accountable which right now they are not. There is no communication whatsoever and some of the the decisions we have seen are not comprehensible. Let get loud and drive some change. Reach out if you want to be part of the movement.

    Hi Stepen! can you help us i am from Philippines our application stock in IRCC my wife is already there and finish her 2 year program we applied on May 27, 2021 but our application is still in progress with any explanation where are we if u have time can i contact un in messenger please we need help my wife and my children so miss each other so much including me. pls steven i need advice. thank you God bless

      @@sjpimmigration she alrady seek assustance to her MP last August but acvording to them only follow up that they can do our application is SOWP and SP ) minor) for out kids it so inconvenient this happened to us please tell me what we do

      but there are un announcement do you heard about the visa free by IRCC what did you think ? you think we are included n this announcement? thanks stepen
