yes they are one fo the weakest muscles in shoulder, thats why u should use lower weight dumbells, but i only had access to 4 kg so i used that all the way through

ideally you follow a structure to work out the entire body, for example one day would be triceps chest and shoulders, another day can be legs, and the other day can be biceps and back and then you repeat that until you feel like you arent making progress. thats just one example and it depends on your schedule and goals
