I understood that strong factions are on top, why then the Kush is at the very bottom of the list, they also have strong infantry with shotel(sickle) swords?

cuz they have no javcav, crappy missiles, and their cav sucks
impossible to kill enemy missiles and u lose cavfight --> u lose
they are very good against some factions, but absolutely hopeless against others
