Depends on what your end goal with the lift is

I would start with some high clearance fenders and go from there

@Garagecouple Currently running 35's on a 4" lift. Want to drop down to 2" or 2.5" with the MC's.
We had 38s on our Rubicon with these fenders and 0 lift
