Do you know if this kit and the Sierra kit are the same as Penn states gatsby pen kit?
Yes, the Monarch tube is the same as the Gatsby. This blank will work the that kit.

12/15/23 - Turned my first pen last weekend found the turned parts were slightly larger then the pen parts. Examined the bushings on the mandrel and found they are slightly larger than kit parts. What should I do?
I use a set of calipers to measure the pen components and compare them to the bushing diameters before I start turning.
Most of the time they are the same. Once in a while I catch a discrepancy.
Older bushings that have been used many times get smaller with use from the sanding.
Depending on the manufacture, on occasion I will find a difference in the diameter. There could also be an error in which the bushing you order versus which bushing is sent to you.
If you know there is a difference before you start the turning , you can use the calipers to get the pen blank to the proper diameter and have a perfect match every time.
Before bushing became a standard thing we did everything with calipers only.
