You can also look at it like this as well. They were speaking about the history of Pirates. White beard and Roger have the highest bounty as "pirates". Dragon is not a "Pirate". So he can still be the most wanted person in the world if we go outside the pirate rankings.

It’s why only Big Mom and Kaido had the Poneglyphs. WB knew where it was at before he died and truly was raising Ace to be strong enough to go back and claim it. 6. Mihawk and Shanks were supernovas in the same generation. *Not a theory:* 1. MIHAWK IS NOT YONKO LEVEL. HE IS NOT AN EQUAL TO SHANKS IN COMBAT. A) Mihawk states in EB that luffys dream to become PK is vastly more dangerous than Zoro’s dream of being #1. B) We know Zoro would have to beat Mihawk. We know luffy would have to beat yonko. C) During the MF war, Mihawk tells doffy he’s trying to test the gap between he (a warlord) and WB (a yonko). He uses “the worlds strongest slash” and it is effortlessly thwarted by a commander of WBs. A commander. D) During MF war Mihawk cutes down everyone who gets in his way while chasing luffy until he runs into Vista (another commander). Then he’s thwarted and stalemated. E) We know he and Shanks had _some sort_ of rivalry in the past. *We do not know the details. We don’t know anything about it from circumstances to the severity. We know nothing.* F) Shanks became a Yonko 6 years ago. Read #C again. At some point Shanks must’ve overlapped Mihawk in power similar to luffy overlapping his fellow Supernovas in power. Now due to their “rivalry” mihawk must’ve felt a little jealous. G) Hence, his commentary when Shanks arrived on MF. It’s like he didn’t want to risk losing to Shanks, knowing full well Shanks was actually serious on that day. His pride wouldn’t let him risk it. Shanks KNEW the warlords were there and just got through stopping Kaido from going there (we don’t know details).

Whitebeard was still around. So maybe, 'alive' indicates both that he
has higher bounty than Whitebeard and lower bounty than Gold D roger.
You can also look at it like this as well. They were speaking about the history of Pirates. White beard and Roger have the highest bounty as "pirates". Dragon is not a "Pirate". So he can still be the most wanted person in the world if we go outside the pirate rankings.

*My theories:*
1. Xebel is probably apart of Blackbeard’s physiology. It’s why he’s unpredictable and dangerous. Why he was able to scar Shanks.
2. Xebel is related to an important character we know about. I know all D’s have to be related somewhat but I mean known family in this instance.
3. Shanks might be a celestial dragon. What if he was amongst the celestial dragons that Garp/Roger protected back then. Roger took baby Shanks from them to show them how it feels to have someone taken.
4. There are people in the world that are potentially close or in the range of Garp’s strength. That we don’t know about. I always thought this about the series though and Fujitora being drafted during the skip proved it.
5. God Valley is Raftel. After it disappeared Roger somehow managed to hunt it down. It’s why only Big Mom and Kaido had the Poneglyphs. WB knew where it was at before he died and truly was raising Ace to be strong enough to go back and claim it.
6. Mihawk and Shanks were supernovas in the same generation.
*Not a theory:*
1. MIHAWK IS NOT YONKO LEVEL. HE IS NOT AN EQUAL TO SHANKS IN COMBAT.
A) Mihawk states in EB that luffys dream to become PK is vastly more dangerous than Zoro’s dream of being #1.
B) We know Zoro would have to beat Mihawk. We know luffy would have to beat yonko.
C) During the MF war, Mihawk tells doffy he’s trying to test the gap between he (a warlord) and WB (a yonko). He uses “the worlds strongest slash” and it is effortlessly thwarted by a commander of WBs. A commander.
D) During MF war Mihawk cutes down everyone who gets in his way while chasing luffy until he runs into Vista (another commander). Then he’s thwarted and stalemated.
E) We know he and Shanks had _some sort_ of rivalry in the past. *We do not know the details. We don’t know anything about it from circumstances to the severity. We know nothing.*
F) Shanks became a Yonko 6 years ago. Read #C again. At some point Shanks must’ve overlapped Mihawk in power similar to luffy overlapping his fellow Supernovas in power. Now due to their “rivalry” mihawk must’ve felt a little jealous.
G) Hence, his commentary when Shanks arrived on MF. It’s like he didn’t want to risk losing to Shanks, knowing full well Shanks was actually serious on that day. His pride wouldn’t let him risk it. Shanks KNEW the warlords were there and just got through stopping Kaido from going there (we don’t know details).
I agree Mihawk is not Yonkou level but he is far above Jozu and Vista. He was toying with Vista and the "world's strongest slash"was not literally Mihawk going all out.

He’s not far above Jozu or Vista as that would make him yonko level. I’m willing to use the information in the manga to make the assumption that mihawk is 1st commander level (katakuri, Benn, King, Marco).

Honestly, that’s no way, Garp and Roger did a 2 vs 8 against the Rocks and won. The Rocks crew look more deadly than Roger’s crew. I’m sorry, as much of a monster Garp and Roger may be; it’s just unbelievable, I mean it’s freaking Shiki who was equal to Roger, Whitebeard who was the strongest man in both eras, Big Mom who as a five year old had the physical strength to beat up adult giants and Roger even avoided fighting her cause she was so strong it would require too effort for a polygraph. it’s a no from me dawg. I need more details about this God Valley incident.
Even if Roger’s crew and some Marines were involved, it’s just an unbelievable event that I want to learn more about.
Another thing I find remarkable is that even though they disliked each other, they remained a crew. Rocks must’ve been something else to have such a ridiculous group of Supreme Kings under him.
