- Hello ladies and gentlemen, and welcome to Anime Theory, where today we cover One Punch Man's secret villain, one so horrible even Saitama can't stop it.

No offence, but i would say you are wrong on this theory.
1) If hero society goes for looks, why is Pig God there? He shouldn't be there, his looks aren't the most appealing.
2) You talk about "Bad exams" but well, they did as much as they could on this exam thing, you can't determine everyones power correctly, since they're so wast and different, but the exam is correct enough - they check your power(how much stuff you can destroy, its not only physical power, if you're psychic, for example, you can achieve the same results even tho you're not a muscle guy), and check your intellect by test. The reason why saitama is so low not because heroes are bad, but because he answered on the most questions wrong by tests standarts( you meet 1000 enemies, what would you do? Saitama for sure answered "fight them all" and thats incorrect for everyone but him, thats why his test score is low)
3)They tell only s class about dangers because only s class can fix things, C class would just get in the way of the most powerfull s class.
Etc.
Yes hero society is a business, but they're getting their job done more or less.
But there is a faction created within the hero association. Team Fubuki would be one example. Also, pig god is an exception. Third, it focuses on strength rather than other things. Sure, they have a standard test, but what is there standard? Also, spoiler for the manga, but when the entire freaking world is on the line, they are forced to save the child of their major sponsors due to him saying the hero association's funding would be cut otherwise. Also, tornado, despite her massive amount of power, literally can't compare to Saitama, spoiler for the web comic, when she tries to kill him, he effortlessly overcomes her powers. Combine that with the fact that, even in the manga, he still is under rank a, despite him stopping god level threats, and the hero association looks screwy.
To add on that, the point about the meteor destruction not being as important as letting a C class hero rise up is baseless. They didn't inform the city that it will get destroyed because they literally didn't know it would land there. If they had informed a city to evacuate they might have sent people to their death so they had to wait till they actually know where it lands.
I also think the designations of S, A, B, C is mostly correct for most heroes, there aren't many exceptions, sure theres a few heroes in B class that could beat A, and a couple S rank heroes are in the wrong spot (like watchdog man seems WAY stronger then where he is now) but overall the designations are accurate. Mumen Rider being informed that deep sea king is a thing will get him killed anyway, and loose a pretty damn dedicated and consistent hero. Glasses is rapidly rising in rank but like he said hes not that strong, and I feel his position reflects his rank despite his tactics being unusually smart.
I do agree the whole 'guilds/groups' and smashing lower ranks is pretty toxic, while I think groups can have a bit of unity and have similar goals (like the tank top group...wearing tank tops) and are very good at supporting each other and giving lower C ranks interactions with higher ones, its pretty scary that others like the blizzard group will smash rivals and upncomers.
Overall its not the hero associations fault, its just that human factor within

Firstly, Tornado is just so insanely powerful, that she would kill the people there. Metal knight doesn't have a huge loyalty to people, so the association wants him paid so he will remain loyal to them, and blast is mysterious, so that keeps him as the 1 hero

What I find intriguing is the Hero Association's inclinations to have their S-ranked colleagues fit into more mainstream or extravagant types of "heroes" as accepted by societal norms. With characters like King, Zombieman, Atomic Samurai, The Child Emperor, and especially Amai Mask, they break into some sort of mode that speaks to citizens in one or more ways. Heck, even a hero with the name of "Flashy Flash" makes sense within H.A.'s presentation. It's a superhero equivalent to Hollywood, where there's less of a focus on giving individual assets to worthwhile contributors and instead give far more positive marks to those that aid their lucrative business in the best possible degree.
It also makes complete sense when you consider Genos: the ultimate profit leverage for H.A. as a whole. The fact that his powers are extremely beneficial to getting a job done; his powers are also extravagant to full proportions and always eye-catching; not to mention his endless collection of fan letters that cement his popularity. To H.A., he's one of their greatest money makers.
Pretty much.
The most dangerous villain in One Punch Man is none other than...

is that why saitama is broke? how he even pay for rent and groceries? he has to be having some kind of benefit from the government in order to afford it. wouldn't be surprised if he was a panhandler before genos came along.

Hero association wouldn't be a thing if not for Saitama saving the kid before he ascended to one punch hood...
Pretty good analysis, though a few points I think you misread:
- (1) Physical Test:
Most heroes actually are speed/strength type fighters, even weapon/special power/tech fighters are super strong/fast, none of them are physically normal humans, even C-Class are multiple times human strength.
- (2) The Written Test:
It's not for intelligence but for heroic ideals, supposedly to weed out selfish and unheroic people. However, it's too easy to just pretend to be heroic on the written test, while Saitama was too apathetic to get the point of it, so failed it.
- (3) The Meteor
It rapidly changed course, so they barely had time to pinpoint where it would land. But even so, they technically could have given it out sooner, but focused on evacuating the Hero Association City Z HQ. If they had announced the warning immediately, they would have been caught in traffic and enadangered. Cutthroat? Sure. But add up.
- (4) Punishing Heroes
The A-Class hero Snakebite Snek does mention that heroes can be deranked for bad behavior... but it basically devolves into making the Hero Association or it's billionaire donors look bad, not being unheroic. Not sure why Saitama hasn't been fired yet by that standard.
- (5) The Hero Association donations:
Most donations are from rich corporate donors, with it's #3 donor giving 9% of their budget (meaning at least 27% is from 3 people). So if anything, the rich donors would probably give more to make sure their corporation and the economy doesn't tank, there wouldn't be much impact from small donors donating more.
- (6) Hostile takeover of the Hero Association:
Sure, the employees getting screwed over stinks, but you're forgetting a much larger consequence: no Hero Association means no organization network to protect humanity. Sure, you could try and start a new one from scratch, but how long would that take? Weeks, months? In which time millions of people could die, if anything, the people responsible for taking it down would have the blood of all those people on their hands. And, funnily enough.... the webcomic addresses this issue.... majorly.

Hidden villain but not hidden at the same time might be Mumen Rider. He is the creature known as God, prophesied by Homeless Emperor.
My men Rider is clearly hiding something considering what he's survived.

Surely deep sea king and faro wasn't holding back and he's the weakest hero so far... but that'll explain why he survived through his death beatings.
Many people think *One Punch Man* is a superhero story. Despite the first season's _epic_ action animation and cinematography, it's not. What is it, then?
Consider in typical storytelling, the plot usually shows the journey the protagonist takes to become a better version of him/herself to overcome whatever challenge/threat s/he has to face. But, Saitama is already the strongest and unbeatable; that particular journey was long traveled before the beginning of the plot. What "journey" is Saitama on now?
*OPM* is a _PR and politics_ story. That just so happens to be laid over the premise of superheroes. Saitama is a true competent professional at his "job"; so competent in fact, that he finishes fights too quickly for eyewitnesses to even register what just happened. By then he'd long left the scene to be noticed by anybody. Which brings up his actual weakness - Saitama is hopelessly inept at demonstrating his prowess for others to recognise and acknowledge. A lot (if not most) of the weaker heroes _know the holes in the system_ and happily play the PR and politics game to win themselves more reputation, status, and thus ranking. In that scale, they're way more "skilled" than Saitama.
I'm sure anybody who's worked for a substantially long time would have come across organisational cultures where people fight viciously for recognition and promotion by use of words instead of actual work results. Or are supremely adept at stealing the credit and deceiving the ignorant upper management. That is the narrative of this title - a reflection of the real world - the ugly people who back stab and head step to launch themselves to the spotlight.
Come on, we all know opm is a yaoi harem pretending to be a super hero story.

In one episode it is alluded that blast and Metal Knight were involved in those power suits that Hammerhead stoled. Suits that were created by the Association. I'm still waiting to see that play out

I think he is no longer human to be human you need the emotions such as fear sadness joy and all the other things saitama is so powerful he lost all those traits, it's like comparing a husk to being human when it's just empty he's lost his humanity to gain godly strength I personally think that he's a god with the memories of a human to create a true hero that can save the world in dire needs. But hey thats just a... I can't finish that off I'll end up cringing to death

So your theory is basically not reading the manga.
Hero association is not indifferent and is not making Saitama stay at lower ranks because he doesn't have a cute face. (Which he does, btw.)
The manga explains this via King's power, which is his charisma. He inadvertently steals monster kills and other feats of charisma from successful lower rank heroes by making others around him think he is the hero of the day.
So the Hero Association is just a criticism of Healthcare industry.
The thing about only class S heros knowing is wrong. In the meteor example, an evacuation alert was sent to the public so everyone knows. During the deep sea king fight, lower class heros could’ve fought if they wanted but they know that there’s no way they can defeat it so they evacuated with everyone else. In the case of Garou , every hero in the association knew about him. In the manga, some event went up against him

Maybe test is a psychological test. That mean one punch man isn't the most normal person in show. That my theory why one punch man didn't pass.
I mean it's possible, but they've let some pretty iffy people passed, so it could just be a normal test.

I never really thought about the Hero Association in that light until now. Then again, I wonder why no other hero or villain has noticed this sort of thing and hasn't taken action. Maybe a "hero" like Stain is necessary in their world.

Christian Aguilar it would probably be the equivalent of you hitting yourself, as Saitama also has insanley high durability in comparison to his strength, meaning he would be fine for the most part. At least thats how I think it would go down.

I feel like sitch is the only good guy in the hero association!
Sitch is one of the most human like executives in the association, caring for the people's safety the most even if it means taking extreme measures when everyone suggest him against it. Like when he tried to hire criminals to help the heroes if it means humanity can survive a god threat level disaster. I always liked how the narrative like to put sitch as a bad and incompetent member but he's actually one of the most good hearted high ranking members of it. It's a huge pity he doesn't have eyes on Saitama like his subordinates in the corporation does.

There's a new organisation forming bc they think the HA is doing a bad job so this "hidden villain" is recognised and a new organisation is starting to deal with them. They also talk to the heroes in HA and they will probably rival HA.
(I'm not reeeally caught up yet but only a few chapters behind so this should still be relevant?)
I think there are city ranks too like the most important City A( S class Heros and Rich executives) to City Z (where poor people like Saitama lives)

There are a couple flaws in your theory. One Saitama doesn't make S class Because there is someone already ranked higher around him most of the time to take the credit. With Momen rider being the exception. Saitama never comes out to claim credit. Second problem is that all the upper S class hero's are unlikable with the exception of King who can't do anything. King can't do nothing, pig just eat things, tornado doesn't care about damage or anyone, and the other one hasn't showed up at all.
You make a great point and our government does this today. Which being in the army for 13 years I understand alot of it though but I still feel bad about it.

Saitama goes from the dept of class C to A rank in 2 months. Its really evident that the association treats rich people that donate large sums of money with much more care that a normal citizen would get. So it isn't justice for all in the OPM world.
The rank system has little to do with in lore hero class, and much to do from a story telling prespective. By your resoning Fubuki should be at least an A rank, but then we would lose a lot of the dynamic between her and Storm, not to mention (SPOILERS FOR SEASON 2) .

Or the Hero Association realizes that without the money they get from people who like their very likable S class heroes they wouldn't be sustainable. The association clearly spends a lot of money on facilities and infrastructure used for alerting heroes about impeding danger and that type of money doesn't just come from charity. Its unethical sure but by letting there be enough awareness of the dangers humanity faces by letting some people slip through the cracks and prioritizing likable heroes being at the top they ensure that the association can exist. Without all the money they have many more people would die in the long run.

Here is the thing. Metal Knight was bodied by Garou. Garou was curb stomped by Saitama. So anyone within the hero association that is still there after the Garou arc isn't even a remote match for Saitama. This is going off the webcomic.
Well no normal hero/villain can, but this one is a bit harder of an egg to crack. ;)

I mean i would paid somebody that can eat monster even if he is ugly or someone who can not be killed even thou he is scary (it's part of the business) for example would you hire somebody like metal bat who have anger personality but cn hit monster very well or someone that have good personality but get beaten by tiger class monster????? Your theory does seem kinda shaky at times, the hero association does announce threat and warn civilians to evacuate. If you want to say that the hero association is the villain, you might as well just say that it created the monster association just to keep the war going so they can profit from recruiting and expending heroes and monsters, they basically created a show for the public to keep throwing in money. Now that's more plausible.

Well color me impressed, bc in that case it's crazy you picked up on this as an anime watcher, despite the fact that most world building details and rammifications where very just pretty shallow, thanks to the first season being more of monster of the week type show with most of it's focus on emphasizing the parody aspect of this verse.
Saitama is a gag/parody character in the purest form.Garou meanwhile is the satirical, foreign (he honestly feels like he got lost/placed in the wrong universe)
element to this series, like no joke, the next arc has a lot of similarities with watchmen in a lot of ways.
They are not really evil... More so morally ambiguous...
