this is a really tough question, especially cause people have said that claw was so absurd in ST that hes paying the price for it ever since unfortunately i do not play 4 or 5, so i cant really give a good opinion on this, but in SF4, El Fuerte is very oppressive
in sf4 maybe adon or Cviper, they have constant pressure from air, , probably viper cause she actually tiger knees her moves, in 5 there are a handful, and in 6 you have kimberly aki manon

Because he's playing the Japanese ROM. His name was Balrog in Japan.
He's using the Japanese version where he's named Balrog... this is main reason why he's referred to as "Claw"
