Good day Sir, Thank you for all the videos as they are really helpful in preparing for orals. I have a doubt in three situations of RV. Can you please clear it? 1) Own Vsl in RV being overtaken from both Port and Stbd quarter. ROC exists with both. 2) one Vsl on stbd 4 points and other on stbd qtr. ROC exists with both. Can you alter to port? 3) TV overtaking in RV right astern of OV. Which side is preferred for OV to alter? Thank you in advance.
Is Biscayne Bay (Miami) considered Inland Rules or Colregs? Specifically the area adjacent to I-195 between Miami and Miami Beach (not the ocean side of Miami Beach).

Sir can you please clarify situation in which vessel were in RV and let's say about some 2-3 miles comes in visible range. Now is that vessel in sight or not? Cause surveyors sometimes says that rules says ”in or near an area” and sometime ”vessel not in sight WHEN NAVIGATING IN OR NEAR AN AREA OF RV”
Abin Robert but rule 19 gives 2 conditions to be fullfilled..not in sight of one another and nav in or near and area of rv... so if u r in sight of one another then rules in section 2 will apply.

So do we have to take account of the targets action as well before taking action for mca exams. Kindly advice. Eg. You have a target fwd of your beam on port bow. So as per 19 we can overtake on either side P or Something. But if we think of that target it shall not alter to stbd as we r on stbd abaft her beam in this case our answer should be broad alteration to stbd. Please advice. Thanks
In such exceptional cases it is better to consider likely action of other vessel and decide your best possible action. You must have a clear idea of the rule to defend your answer.
sir, how can I call myself overtaking in RV? as u said the definition of rule 13 does not change and the definition gives us a horizontal sector also of coming up with another from more than 22.5° abaft her beam. So can I follow the same horizontal sector criteria to call myself overtaking in RV or it should be some other criteria???
Didn't he say RV situations and follow up actions are more or less similar to good visibility? that should mean that "more than 22.5 degree abaft the beam" criteria to become a overtaking vessel should apply in RV too. its not important to see the stern/sternlights as in clear visibility but you can determine that from relative bearings, right?
sir if we are overtaking in restricted visibility do we have have the freedom to overtake from either side port or stbd as per 19 d i , please reply sir many of my friend have failed becoz of this
You can overtake on any side as per rules, but it is advisable not to alter towards the vessel as in this case vessel being overtaken is also obliged to take action and will alter on the side away from the vessel which is overtaking. If you also alter away from vessel being overtaken then both of you will go away from each other which is the safest action.

Rules talk about one on one situation.
If two or more vessels having roc take action for one with lower tcpa first.

Your question is not clear. Please elaborate.
Dose the impeding rules of rule 9 and 10 still apply in restricted visibility?
Yes it will apply. Ruke 9 and 10 are in any condition of visibility so will apply in rv as well.

There is a court judgement to say that spirit of rule 13 applies. Check it out in continuation of my video on rule 19 contd.

When u see the other vessel than it is in sight. However in most cases the action required for collision avoidance is similar whether in RV or GV.

Suppose the vessels come in sight of one another from less than 2 miles onwards will rule no 19 prevail or to be suspended?
In a lot of cases action is similar. However once in sight the rules for in sight apply.
Rule 19 applies to at or near the areas of restricted visibility
