Yes, the mods that overhaul fire damage effect the performance of the fire damage stat on the Incendiary Launcher, but I didn't use/find mods that upped the base numbers for the Incendiary Launcher.

The Crucible quest to get the Incinerator from Saugus also gives you access to the Flame Resistant mod for Raider PA legs, but only for Raider PA
