I have to press the power button to start the pc again. I am wondering what could be the problem? Also, I can't upgrade it to windows 11. Any help is highly appreciated.

Why would you turn on metering in the network? Don't see the logistics. You are slowing down your network speed. All other settings are valid.
You are not slowing down your internet. You are making it so background apps which are using the internet, no longer use it, so in reality, you would be making it more stable since you won’t have any potential downloads in the background

Same problem happened with me after researching find that its not available in windows 11 home version 😞
Cuz ur windows version is basic home this option only for windows pro user
What to do in home version as gpedit not work
Run cmd as administrator then copy these commands -
FOR %F IN ("%SystemRoot%\servicing\Packages\Microsoft-Windows-GroupPolicy-ClientTools-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")
And
FOR %F IN ("%SystemRoot%\servicing\Packages\Microsoft-Windows-GroupPolicy-ClientExtensions-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")
