Ireland is probably the country that gets hurt most in my overall consideration of Eurovision countries as I have not ranked the 90's editions of the contests where, let's face it, Ireland were absolutely a juggernaut.
Although I haven't commented on the 90's entries before in your lists, I just have to here. Ireland's winning songs in 1993 and 1996 are both among the greatest Eurovision songs ever written. In particular, for me, 1993 is the pinnacle of ballad-writing when it comes to Eurovision and there has never been a Eurovision entry that hits so well as this one. It's stunning. I am also a huge fan of their 1994 song. It's just as deserving a winning, albeit, more subtle than their 93 and 96 entries. It's beautiful and heartfelt.
Surprised you put 1998 on such a high level. I mean, it's definitely good but it's not up to the same standard as the three previously mentioned, for me. I remember liking 1999 a bit more than you do but I don't know if that's just because the vocalist is so obviously trying her best to sound like Cher. XD
I hate "Millenium Of Love". It's like a stereotype of what you expect from an Irish Eurovision song...to such a cheesy OTT extent that I can't take it seriously. I do however, LOVE, 2001. I really enjoy singing along to it.
Back to a bit more cheese in 2003 and 2004. Neither are for me. 2005 is an all-time bad Eurovision song. Terrible performance.
2007-2009 are all awful Irish Eurovision entries for me. There's nothing amongst these that I like.
2010 is a classy return. It's my favourite from the SF era. The Jedward entries are what they are. They're vocally limited. Their songs are both kinda generic Scandi-pop. They're solid entries when you put everything together. 2013 got a fair result though. It was a lower-tier finalist style Eurovision song. I liked a lot of the ideas.
2014-2018 was a period where Ireland were just underrated. I think all of them could've been qualifiers if things had worked out a bit differently. Obviously, 2015 is the real standout from this era and definitely should've been a finalist.
Leslie Roy's entries are a bit mixed. 2020, I know what they're going for but it's not an era/type of music that's for me. She does well with it but it's not pleasant for me to listen to. 2021 is a more palatable entry. It's safer, Scandi-style songwriting that is pretty harmless. The live performance had big ideas but wasn't well-executed.
2022 was a badly-produced song that was really well-staged and really well-performed. They made so much out of it.
My Top Five (Including the pre-SF era):
    1. Niamh Kavanagh - In Your Eyes (1993)
    2. Eimear Quinn - The Voice (1996)
    3. Paul Harrington And Charlie McGettigan - Rock N' Roll Kids (1994)
    4. Niamh Kavanagh - It's For You (2010)
    5. Gary O'Saughnessy - Without Your Love (2001)
To be fair, my top five (from SF era onwards):
    1. Niamh Kavanagh - It's For You (2010)
    2. Molly Sterling - Playing With Numbers (2015)
    3. Brian Kennedy - Every Song Is A Cry For Love (2006)
    4. Can-Linn Ft. Kasey Smith - Heartbeat (2014)
    5. Ryan O'Shaughnessy - Together (2018)

In terms of Ireland 🇮🇪 2007 I wonder how you are going to react to it when it comes on in the watch along. Like if you are going to skip it or let it play and get tortured in the process, not like I would have a different reaction to that :(.
Anyway Ireland 🇮🇪 for me at least in this period weren’t the most consistent for me, like with you. They have highs and lows. Many great and bad entries but nothing really more in the middle for me I guess. This is my tierlist of the years you did (excluding this year)
Among the Greatest: 1996 (the song is just so enchanting and beautiful and chilling as is the performance which is literally perfect), 2018 (the staging is what does it for me but the song is also fantastic. It is really beautiful and poetic and heartbreaking overall as a package that makes me cry almost every time I hear or watch it)
Fantastic: 1993 (great vocals and the song gives me chills), 2003 (so cute and charming and just happiness. It always puts a smile on my face), 2006 (this is captivating and beautiful. The performance and song gives me chills. A very Irish ballad but so good), 2011 (love their energy and the song is amazing and catchy and full of energy. The song and performance are just perfection in all honesty), 2013 (this song is a banger and is just so my style and I love it. The performance is also so absurd and Eurovision in many ways and I love it. This is near perfection to me and deserved so much better)
Really great: 1997 (this is just such a beautiful ballad that captivates me but compared to entries above it it has to go here), 2000, 2009 (this is just so my thing and I love the energy that it has and that it is performed by only girls. Should’ve qualified in all honesty), 2012 (slander me all you want but the song is honestly such a banger to me. And the performance is just so energetic in all the right ways and they have so much energy. Not as good as their 2011 entry though), 2014 (such a great traditional Irish-modern hybrid song that I love which gets retained within the performance), 2020 (the song is a vibe and it has so much gusto that I love), 2022 (so much sass and the studio cut is a banger and the performance is great although I can see why she did not make it)
Solid: 1994 (amazing harmonies and a great chorus but the song is not really my style instrumentally), 1995 (great atmosphere and voice but it does not really go anywhere), 2005 (love the energy in this song but it is quite repetitive and I do like the Celtic aspects of the song and performance although it is a bit cheaply done), 2016 (good song, good performance but doesn’t do anything extremely noticeable), 2017 (bordering on great but not enough to be in really great for me), 2021 (performance kills it)
I like it, but: 1998 (the song is meh and her vocals while interesting aren’t really my style), 2001 (good vocal but the song does nothing for me), 2010 (amazing vocals but the song does nothing for me)
Not for Me: 1999 (the vocals and overall song just leave no positive feelings for me), 2015 (the vocals are not my thing and the song is not my thing either), 2019 (okay song but the performance is really bad)
What happened here: 2007 (the song is fine honestly but jeez this is one of the most off live performances in ESC of all time and one of the worst for me as well. I genuinely skip it every time I have to watch it which barely ever happens with ESC songs because my ears hate her voice), 2008 (don’t hate it but the song is just made for this category)

Heartbeat was robbed, sigh, I wish it could have gone through. Your top tier is mine as well, and The Voice is absolutely a legendary piece. I think this is the tier list that we agree the most on, especially on trashing the production value and structure of "That's rich," Brooke was great performer tho

Again, a lovely video! I have to give Ireland merit: in the 90's they were almost invencible... untill 1999. I love 1993, 1994 and 1996 the most. From the recent era, 2015 was so unfairly treated: it didn't deserve to be a NQ. 2022 it's a strange cas for me: I despise the song, but Brooke was fantastic! Take care, my lovely!

My favorite entry from Ireland (1993 - 2022) is ”Dying to try”. My all time favorite entry from them is ”Hold me now”. Anyways…
I think ”Dying to try” is very well arranged. I always enjoy just following along as the song progresses. It flows so nicely from segment to segment. Brendan has a very unique voice as well which I really love.
This song is my winner from 2017. I think it would’ve deserved to qualify.
Another song I really think would’ve deserved to qualify is ”Playing with numbers”. I really can’t find any flaw here. I think the song is great both lyrically and musically and the arrangement is amazing. Molly is a great singer and she performs the song in an amazing way. The performance really fits the song. Again… I really think this song would’ve been a well deserved qualifier.
”Rock n’ roll kids” is my second favorite winner from Ireland, after ”Hold me now”. It’s just so well arranged, the lyrics are great, the instrumental sounds fantastic and the vocals sounds great both on their own and together. A very well deserved winner!

You know? Ireland's results in Eurovision get me thinking something odd. Imagine countries that really do well a LOT. Take Ukraine for example... what if in thirty years, Ukraine struggles to do well anymore, or eventually Italy or Sweden? Wouldn't that be crazy to think about

In the grand scheme of things, it was nice to see Dustin the Turkey living his best life before Christmas 2008.
Also agree on Ryan Dolan - the chorus is too jolly and I can’t stand that single note synth riff - so uninspiring. But welcome back to YT and can’t wait for the tier lists 🎶🎶

It makes sense that most people nowadays consider Ireland one of the worst, or simply a weak ESC country. But to me, Ireland should be respected ''evermore''. Not for their win record, which one day will probably be smashed. Just for their insane, monumental mid 90's streak. I mean, you can't achieve a better streak than this even if you try, so many a-class, wonderful entries, songs, compositions, performances. Till this day, only Italy have come close with their 2017-2022 streak, and for me they deserved also three wins in this period (2017 and 2020 had it had happened).
Apart from it, i find 2003 entry a ''what happened here'', cause it's tries to be and sound sooo much alike to ''Fly on the wings of Love''. Like the audacity of this makes me uncomfortable, and a beautiful green guitar on its own doesn't really help.
My Top-5 since 1993 have to be:
    1) Rock n' Roll Kids
    2) The Voice
    3) Lipstick
    4) In your eyes
    5) Playing with numbers
Great that you're back with the tiers and we're back commenting on them!

    Fantastic: 1994, 2008 (Love this Troll, in my top 5) , 2013, 2017
    Really great: 1993, 1996, 2003, 2005, 2006, 2015

I absolutely love Rock'n'Roll Kids, such a great winner and still holds up in my eyes.
2018 was completely underrated in the voting for me, the staging was beyond beautiful and I also enjoyed the song.
And I agree with 2022. Everyone says it was robbed, but I don't see it. Her voice isn't great, the song mediocre and in the semi it felt like a JESC performance somehow? Like it was so juvenile and overly quirky. I was glad it didn't qualify.
... That being said, Dustin the Turkey was so damn great and I still find it funny, so maybe one shouldn't take my opinion as facts :D

Now, maybe a hot take from a ESC fan… I don’t really enjoy any of the Irish winners, except ”Hold me now”.
So1993, 1994 and 1996 are all meh for me. I think 1998 is better than them all :)
Ireland in 99, 00 and 01 is all bad. 03-06 are all ok. 07-08 are just awful. And so is Jedward s both entries. Then, I started enjoying Ireland and what heppened - they started getting axed in the semis. Seriously, Ireland in 2015 is one of their best! :)
2014 and 2019 are also among my favorites, but live they were underwhelming. I liked ”Thats rich” this year too.
So to sum it up; nah Ireland isn’t a favorite for me. They can be ok. They can be awful.

The lyrical composition of 2005's entry was horrific. One of the worst in the contest for sure. It was delivered so poorly and the melodies are so annoying. Everything is a complete mess.
2004's entry deserves a bit more love imo. Can't believe it was on track to receive nul points until we stepped in.
