It was likely due to 3 possible reasons. (A) This event actually predates Zeus even pursuing Hera so it would be pointless. ( B) she was one of the clearest cases of "not wanting Zeus", risking her status as goddess of stars and becoming a island to avoid him. (C) She was possibly showing clear devotion to her Husband Perses so Hera wasn't disrespected by her through disregarding her marriage ( which is something most of the Pantheon was guilty of).

The tales are compiled and made to go togeather now, but are often cobbled togeather from various versions.
