This particular message had the prefix "TURKEY TROTS TO WATER" and suffix "THE WORLD WONDERS". The guy decrypting the message correctly identified the prefix but kept the suffix appended to the message since he was unsure if it was part of the intended message or not. Then, the message was relayed to Halsey, who sees the message: WHERE IS, REPEAT, WHERE IS TASK FORCE 34? THE WORLD WONDERS.
