Also, I think it's also a great man, with that dignified humility of the authentic artists; even likeable, with his sly air, composed and sweet, a nice contrast which puts more emphasis on the power of his sound. I must admit, however, I prefer Bowie's vocals as originally expressed on the video\album version of the track, especially the "You KNOW who I am," he said, the way he hits that "know", which I think is one of the most awesome ways to begin a song in all of rock and roll. In this version thought, Bowie is affecting some strange nasal accent, like maybe he's trying to sound like an Americanized Johnny Rotten, or something... maybe it was a parody that would have been obvious in 1996?
He signals to the sound person to turn up his mic part way through, so it's possible he couldn't hear himself well at the start and that affected his vocals

I always believed he was referring to Iggy Pop. New values has a song named ‘Angel’ to which I think this song is a response to. Particularly as Bowie is painting himself as an angel. And the lyric of ‘Angel’ seems to fit very perfectly with the relationship they shared, and I don’t mean necessarily in a gay way.
I don’t think this is a good rendition. Especially the drums are far off the greatness of the original. The original is mad, quirky and driven, this version is a boring stomper. I guess the 90s demanded this. Still, I love Bowie and always will.
I'd say as a performer, Bowie was at his peak in the 1970s. This is great, none the less. He's just being more artistic, in my opinion, later on in his years and less of a performer, which is why people drove away from his music. They want to dance and go nuts over his music than enjoy it as something artistic, like what they do with lady gaga's music.
