Yes, that is the guitar playing, but the sound is pumped through a tube that Joe had in his mouth to add the "echo reverb" of using his mouth, changing tones and pitch with his lips and how open his jaw was.

This song came out in the 1960'S, a Loomg tiime beforee Joe Dirt, I just downloaded the sound track to Joe Dirt, Joe Walsh didn't sing a song on that movie, now th eJames Gang did, and have a similar sound.
