It's a snarky sarcastic but clever way of acknowledging that they dress freaky and look crazy absurd. The 'tsars of fashion' literally being like the nice fashion designers; a beauty people aspire to and a style society admires. And they're villains, so it's fitting they'd be contemptuous as opposed to just different. Ya gotta get your hate on. Plus they feel society is beneath them, including being normal or beautiful. Because their life traumas made them powerful, and so screw them all. So yeah... It's a brilliant line.

The villains were perfectly cast here but the film kinda suffered for the same reason Spider-Man 3 did. They had multiple villains with entirely different goals and having them inexplicably team up just didn’t really work for the most part.
It worked out here because it tied into all 3 villains reflecting different aspects of Batman himself. And Catwoman was a well acted and well thought out character, so even if she's not super connected to Penguin she still elevates the movie with her presence.
I actually do think it worked here because penguin and Catwoman are only teamed up for about 20 minutes of the movie and it’s in the middle. The fact that penguin sort of immediately betrayed her after their plan actually gives credence to your point about them being different characters with different goals; once the framing of Batman was enacted, their actions acknowledged that very thing.
That’s where you’re wrong. Batman Returns is far better than Spider-Man 3. It suffered because it was too dark for the time it came out. Parents thought this movie was appropriate for children until they saw it. It’s a pop culture icon now. Penguin was the main villain, Max was a supporting villain that contributes to Penguin, same goes with Catwoman who’s borderline anti-hero/villain. Spider-Man 3 was a mess in which villain was the main one to focus on along with its overly goofy moments and messy storyline.

Wow i know there was alot adult reference/sexual innuendo that this movie has that can potentially could have been a rated R movie 🎬 for its underline tone (not meant for kids) but rewatching this scene made me realize at 1:18 the way penguin's henchman said "there is some..BODY, here to see you" is a very dark and disturbing hint/reference that they're willing to kill her without hesitation and probably grape her, cause of penguin horny-ness 🐧. Reason why i found this disturbing and a "wow" revelation is cause of follow-up scene after penguin's henchman said it in way "There is some..BODY... here to see you" and penguin made a sexual innuendo/remark as catwoman literally showing off her body as if she is willing to have s#x with him, even if it kills her.
