I don't agree with your Tacoma police grade. I feel they arrived an although where polite, where more concerned with believing the "black man" was in the wrong and blindly believe the report from the first "officer" on scene.
If you are speaking about Police reporting it is the same as lying under oath. Happens in almost every occasion. Bet your ass if it was you or me lying under oath we would be in jail they don't even get a slap on the wrist
A cop bringing a false report, against a working man, regardless of his skin color, should be pursued by the law to the letter. They are making the victim, the suspect. These cops shouldn't even be left in charge of guarding a garbage can. They are trying to exonerate the Sheriff on the spot.

This sheriff should certainly lose his job, and maybe even face legal consequences. But I certainly don't believe this was a hate crime. If anyone could provide evidence as to why they believe it was, it would be appreciated.
my thoughts exactly, most cops nowadays cant put them selves in anyone else shoes because their egos wont let them. Humanity should come first before anything, especially your job doubly so for police, considering law and order is supposed to be based on what is humane.
My blood boiled and felt so outraged watching this . Here was a hard working man , trying to earn a living who’s civil rights were violated. This was a dirty stunt that could’ve costed that man his life or jail .

@@Bonestripper1986 Motor paper routes have been around for decades. It’s not taking a child’s job. This may be a residential area but once outside the neighborhood, it could be very rural. A child isn’t going to walk miles to the next delivery. Nor should they. To be a walking paper route, all recipients of the newspaper must live close together. Like I said, it may look like that here, but it could a rural area once leaving the housing addition. A newspaper carrier could have anywhere from 500 to 2000 customers who need their paper before 6am. It is very hard work. No matter who is doing it. My mother had a motor paper route for years while I was growing up. I know this firsthand. I hope this helps.

This is why police misconduct needs to be investigated federally, not locally. Too many conflicts of interest when it is investigated by Internal Affairs or by local judges that have prior relationships with the cops or prosecuted by district attorneys who rely on the cops for evidence.
Caller was a cop who claimed someone threatened his life. Sheriff knew damn well dispatch would prioritize that call and send all available units. And he probably told them "a Black guy is threatening to kill me!"
@Violett Fem Not only that, but the stain of suspicion can actually negatively effect a person's life even after they are exonerated. I remember the Atlanta bombing for the Olympics. They suspected the guy who discovered the bomb, and started to clear people out, of being the one to place the bomb, trying to become a hero. The bombing took place in July, and it wasn't until October that he was exonerated. But his life was irrevocably changed, and many people never really paid attention to who was really responsible.

I have a serious gout attack. I hurts like hell. I was scolded for calling an ambulance because I can't walk to the hospital. I can't even come down the stairs without assistance. I am a firefighter at the same department. If I would do shit like this sheriff I would be out.

The responding officers talked to the sheriff too. He wasn't free to leave. They were both detained pending the investigation of the alleged threat to murder the sheriff.

Troyer has been indicted on two misdemeanor counts: false report and providing a false statement to police. The sheriff will be responsible for his own legal fees after city council voted against paying his legal fees. He also broke several policies for law enforcement. A number of responding officers were officially reprimanded for either not wearing body cams or “forgetting” to turn them on. Troyer pleaded not guilty to the charges. People from pierce county want him removed from office. This is as of the last week of October 2021.
That’s good - exactly what should have happened (although ideally the cops should have immediately arrested him for filing a false report when it became obvious there was no threat and he had lied).

How is it politically motivated when his own words are irreconcilable? Here is an excerpt from the investigate report by the Pierce County Council: ------------ Sheriff Troyer told the 911 operator that Mr. Altheimer “threatened to kill me” and “wants to kill me.” These statements were made close in time to when they were allegedly uttered by Mr. Altheimer and when the precise words used would be easiest to recall and repeat by Sheriff Troyer to the 911 dispatcher. Minutes later, however, when interviewed by TPD Officer Lawless, Sheriff Troyer contradicted the statements he made on the 911 call: “I specifically asked 01/Troyer if O2/Altheimer ever made threats toward him or displayed any weapons. 01/Troyer advised O2/Altheimer never threatened him and he did not observe O2/Altheimer with any weapons. 01/Troyer described that when he confronted O2/Altheimer at the listed address it was clear he, “wanted to fight.” ------------ During the call to dispatch: "threatened to kill me" and "wants to kill me" During an interview /minutes later/: "never threatened" Stop defending someone who was clearly breaking the law. Troyer's statements about that night have changed multiple times. He is shamelessly lying and now trying to save his ass because he dug his hole too deep.
Abuse of power. I can’t stand cops like this. My dad was a plumber at one point and he went to a clients house who happened to be a police officer. The police officer was upset that his warranty wouldn’t cover the damage because he had someone else try to fix it (standard policy). The police officer searched my fathers name a found an old drug possession charge. He called my dads boss and said “I am a cop and you hire criminals!! I am going to let everyone know that hire criminals!” Nearly got my father fired for just doing his job. Can’t stand officers who abuse their power.
This young man was very fortunate that he came away from that incident with his life. The Sheriff deserves jail time. Not protected jail time-general population jail time.

As a judge, I would question every report this cop ever wrote, and would treat any and all testimony from him as false until proven otherwise. It's called "Credibility," and a proven liar can never have any by default. That's the price of chosing to lie, and that should disqualify someone from being suitable for service automagically.

This hits home, I had a paper route and got stopped many times for “acting suspicious and trust-passing “. I was wearing a bright reflective vest and orange hat too. And they said ooh your acting suspicious in the dark.

When I saw the title of the UA-cam video, I was actually expecting to see "little Tommy" being detained. I'd hardly call this guy a "paperboy". He's a paper delivery man. I suppose that would have been too cumbersome as a title for a video.
@@dphotos007 Hey, I delivered papers in the 70s & 80s while riding my bike but, 85% of the time I was acually roller skating. Oh yeah, & I was a paper girl. Lol I knew each & every customer, where they wanted that paper, etc... The best part was the amazing Christmas tips. I started that paper route when I was about 7 yrs old. Nowadays, it's so sad, Nobody can let kids out of their sight so we don't see kids delivering the papers anymore.

UPDATE: Sheriff Troyer was released pending trial on October 31st but that was revoked and he had to post a $100,000 bond because he did not keep his distance from Sedrick Altheimer but instead followed him and flashed his lights. Got aquitted on all charges.

Update to this case, Sheriff Troyer was almost Detained for failing to uphold the established terms of his anti-harassment order. The sheriff ran into Altheimer outside of the victims fathers house. Which is super scary. This sheriff is really trying to intimidate the guy even now.
So they would believe he ( paperman)is about to kill the Sherrif by sitting in his car when the police approached? I think it was clear to the police that the delivery driver was not going to kill the Sherrif.

That permanent ban needs to be more common. Some departments, though they are incredibly rare, de-license officers who are fired for gross misconduct. This should be standard practice...

The problem with that is that making false reports is a form of gambling that is rigged in favour of the accuser. Even if they lose, they will never lose as much as the person they accused would have if found guilty.
They needed to at least attempt to justify the response to a false emergency call by following up on it due to how egregious the alleged offense was and who it was made to.
Guy could have lost his life because of a racist coward of a sheriff, puppeteering the Police department; to carry out his guilty pleasure. It's funny how some criminals are above the law.

@@johnferguson5930 The sheriff certainly did lie and is unfit for office, but the responding officers didn't know that at the time. It was entirely reasonable for them to investigate and speak to both parties to sort out what happened.
@@djsi38t I delivered papers for a long time and got stopped numerous times to be checked out. It never took more than a minute to figure out that I was good. The only reason he was held as long as he was, is they needed to provide cover for their boss.

the issue with this one is the fact that they pull him over while he is trying to get paid. paper delivery people are paid by production( $.xx per delivery), so they aren't just wasting his time, but they are losing him money in the process. This is the reason he is so annoyed here
He should be more annoyed he did not call 911 himself. That’s his mistake as far as I’m concerned. Compounded by the fact he decided to confront the sheriff at 2am. Had he called 911 himself this would have been a different encounter altogether.
I used to work as a paperboy (you can hardly call them "boys" anymore, legal framework prohibits minors from working such early hours and all the people I worked with where mostly university students). This dude was stressed the fuck out, you have a timetable to upheld and early hours isn't a nice time to work. Plus I bet he has a day job as well to get to.
I can work at that hour but I can't interact with people bc I'm not properly awake, I'm a cleaner so usually I don't have to. I don't know how I'd go if I was stopped from getting it done and harassed by cops.

It’s irritating to hear the police officer make it sound like this incident is “just a misunderstanding” and “not a big deal”. It might not be from HIS point of view, but if you have something like this happen to you on a regular basis while WORKING, just based off of the color of your skin (and let’s not pretend it has nothing to do with him being black), I 100% understand why the delivery guy is so upset, and honestly, the cop should understand that as well. Now, what makes this case go from irritating to absolutely INFURIATING, is the fact the person who called 911 was a SHERIFF making a FALSE REPORT that the guy threatened him. Let that sink in for a minute. He knew EXACTLY what he was doing and how the police would respond to this, since I’m sure he let the dispatch KNOW he was a sheriff making that call. It wouldn’t surprise me if the sheriff was upset that the responding officers didn’t roll up with guns blazing. He made that call because he was pissed that the delivery guy actually had the nerve to approach him,when he realized he was being followed. My guess is, the sheriffs ego got bruised and he had to “show him” (delivery driver) who’s boss in THIS neighborhood. Only if they PERSIST (physically) in leaving should they be threatened to be placed in cuffs. I was a paper girl for years and i had cops pull me over repeatedly for weeks. I told my supervisor and she said it was because i was a pretty young female and they were harassing me. She called to complain and i was never pulled over again. Clearly she was right.

Sometimes you pull n to driveways to throw the paper closer to the porch and not on the grass because some people have automatic sprinkler systems that destroy the newspaper. Also to turn around to do the other side of the street and if he gets new subscribers, it's dark out there early in the morning so he might not know the new address without getting closer to see it.

A child isn’t going to walk miles to the next delivery. Nor should they. To be a walking paper route, all recipients of the newspaper must live close together. Like I said, it may look like that here, but it could a rural area once leaving the housing addition. A newspaper carrier could have anywhere from 500 to 2000 customers who need their paper before 6am. It is very hard work. No matter who is doing it. My mother had a motor paper route for years while I was growing up. I know this firsthand. I hope this helps.

They suspected the guy who discovered the bomb, and started to clear people out, of being the one to place the bomb, trying to become a hero. Acquitted of all charges, corrupt system
Troyer has been indicted on two misdemeanor counts: false report and providing a false statement to police. The sheriff will be responsible for his own legal fees after city council voted against paying his legal fees. He also broke several policies for law enforcement. A number of responding officers were officially reprimanded for either not wearing body cams or “forgetting” to turn them on. Troyer pleaded not guilty to the charges. People from pierce county want him removed from office. This is as of the last week of October 2021.
That’s good - exactly what should have happened (although ideally the cops should have immediately arrested him for filing a false report when it became obvious there was no threat and he had lied).

Abuse of power. I can’t stand cops like this. My dad was a plumber at one point and he went to a clients house who happened to be a police officer. The police officer was upset that his warranty wouldn’t cover the damage because he had someone else try to fix it (standard policy). The police officer searched my fathers name a found an old drug possession charge. He called my dads boss and said “I am a cop and you hire criminals!! I am going to let everyone know that hire criminals!” Nearly got my father fired for just doing his job. Can’t stand officers who abuse their power.
This young man was very fortunate that he came away from that incident with his life. The Sheriff deserves jail time. Not protected jail time-general population jail time.

Update to this case, Sheriff Troyer was almost Detained for failing to uphold the established terms of his anti-harassment order. The sheriff ran into Altheimer outside of the victims fathers house. Which is super scary. This sheriff is really trying to intimidate the guy even now.

It’s irritating to hear the police officer make it sound like this incident is “just a misunderstanding” and “not a big deal”. It might not be from HIS point of view, but if you have something like this happen to you on a regular basis while WORKING, just based off of the color of your skin (and let’s not pretend it has nothing to do with him being black), I 100% understand why the delivery guy is so upset, and honestly, the cop should understand that as well.
Now, what makes this case go from irritating to absolutely INFURIATING, is the fact the person who called 911 was a SHERIFF making a FALSE REPORT that the guy threatened him. Let that sink in for a minute. He knew EXACTLY what he was doing and how the police would respond to this, since I’m sure he let the dispatch KNOW he was a sheriff making that call. It wouldn’t surprise me if the sheriff was upset that the responding officers didn’t roll up with guns blazing. I so agree, threatening to be placed in handcuffs should only be said when the law has been broken and arrest is imminent. Absolutely a bunch of bs, by a bunch of bs'ers outfitted with guns and a badge and a corporate mentality of defeating the people.

@@oopsakat116 I believe when you DETAIN someone that should only mean they can't leave (and that Detainment should have either a time limit or a resolution). Only if they PERSIST (physically) in leaving should they be threatened to be placed in cuffs. By RESOLUTION I mean that the information requested is obtained or the Officer accepts the fact that the information is not 'forthcoming' and the conversation has become unproductive.

Wow that guy must have been horrified. He sees that the person stalking him is the sheriff. Then lots of police arrive. He probably thought he would be murdered. You can hear the fear in his voice. Too much of this goes on in our society. I hope the judge triples the damages being asked.
Okay but eventually you realize that everything is calm you aren't dead and now they're trying to get a straight retelling of the events leading up to the falsified 911 call. At what point do you take a breath, explain what really happened and let them do their job?
@@williammichel952 He did explain straight from the get-go and nobody knew the 911 call was falsified until well after this all occurred. Their "job" from his perspective is a complete unknown other than he was not cuffed even though he was threatened with it.

@@MackNJacishopper Well, there was the man in Florida, lying face-down in the street with his hands over his head, speaking calmly, who was shot and wounded by the police. There was the man who was lying face down on the floor in a hotel hallway, complying with police commands, who was shot and killed by the police. Both were unarmed. So, yeah, we have seen that before - more than once.

The man is contractually obligated to deliver your paper, he is an agent for the owners. That is his right to enter the property to perform that task.
Listening to his voice crack when he said this has happened before was pretty sad….really can’t believe some of this stuff happens. Wish it wasn’t true.
I was a paper girl for years and i had cops pull me over repeatedly for weeks. I told my supervisor and she said it was because i was a pretty young female and they were harassing me. She called to complain and i was never pulled over again. Clearly she was right.
@Fight Research I used to deliver papers as well. Sometimes you pull n to driveways to throw the paper closer to the porch and not on the grass because some people have automatic sprinkler systems that destroy the newspaper. Also to turn around to do the other side of the street and if he gets new subscribers, it's dark out there early in the morning so he might not know the new address without getting closer to see it.

Not to mention it's just safer than going and stopping constantly on the road, especially if it's a busier road in the darkness of dawn when depth perception makes it harder to tell if a car is moving or not for certain people.
@Austin McCabe depends on how far you want your customers to walk. If you provide good service you pull in and leave the paper near the doorstep. If you hate your customers you drop it near the street
