@@MrRFPinhas generally a process server is someone who's hired as a representative of the court to serve legal process (summons and subpoenas most often). So the officer is acting as a process server in this video as he is serving the man with a restraining order which is a document issued by the court. Almost always, the process server is a third party that is hired specifically to do nothing more or less than serve documents. But people often get aggravated with me because these documents are usually bad for them (divorce papers, restraining order, summons in civil case, etc). It's understandable for someone receiving paperwork like this to be upset but the one serving the paperwork generally doesn't even know what is going on beyond knowing this person is meant to receive those documents.
@@michaelsinclair1343 very well said. Being served paperwork (right or wrong) can be aggravating. But the person giving you those papers is USUALLY not the person to argue with. Yet they handled it very professionally and heard what he had to say the entire way through.

Funny! I would have used staples or safety pins! At least he is trying to improvise, adapt, and overcome government/corporate corruption in a rigged system!
I can imagine how that would have played out with a different set of officers, the kind we've seen before, that come out barking, demanding compliance, threatening retaliation within 10 seconds if you don't immediately do everything they say. We've all seen it, and it is infuriating. The fact that these cops handled it like pros, shows how wrong the 'other' kind of cop is, the one that is purely driven by ego and a lust for violence. Those are the ones that we need to weed out.

I agree with your A+ grade for the cops. They handled it well. Not sure if I would have given Scott such a high grade because he seemed not to understand that a court order is already beyond the police. But its a judgement call I guess.
I think they are graded on actions more than knowledge, from the citizens perspective at least. Cops should absolutely be more knowledgeable than citizens on the laws, at least the ones they are enforcing. It is their job after all.
I personally have met and worked for the Griggs. I was a supervisor in their company. Mr Giggs is a very passive man. Non confrontational in every manor. I have the highest respect for the Griggs family and organization as well as the charity they give in their community. I’m usually against Cops, but the auditor here was clearly looking for an incident and picking a fight. This officer was actually doing his job, trying to resolve the situation without any arrests or charges if at all possible. We need more officers like this, who don’t get all worked up and full of pride with the people they deal with.
Auditors almost always try to cause issues to test law enforcement on their knowledge of the law, but it usually involves instigating problems that could be avoided by simply engaging in civilized discussions with law enforcement.

I appreciate seeing one of your video's that show positive interactions between law enforcement and the public. I feel we would have a much safer country if the good and proper interactions between police and the public (the interactions mostly overlooked in favor of the scandalous or flashy) were brought to light and shown. Both the officer and the citizen said their peace and though it started with tension they both worked to de-escalate the situation. Only through the first four minutes, but so far the cop seems to be one of the good ones, very reasonable, calm, de-escalating, polite. It makes me wonder what the recourse of the court would be if the restraining order was issued under false pretenses. For example can a civil court order the arrest of said person for impeding 1st amendment rights and/or providing a false statement?
1000 feet, that is extreme. What if you do not know if he is in a store where you are shopping? He will get arrested not knowing that he was closer than 1000 feet.
those are taken on a case by case basis. but you'll receive scrutiny if you discover they were there and it turns out that you weren't there to shop and actually were violating the order. those are grey areas in small towns especially.
Tri Cities (Pasco) Wa. is a decent area. I've met some good cops there. It's great to see both get perfect grades. I hope many officers see this video and learn from it.
Brother Mel is correct with his point. An additional point is, it appears this guy is "protesting" on the private property of the store. Unless the State he is in is much different than mine, No protester has the right to be on private property. A public sidewalk bordering the private property would be different and probably acceptable if the protester did not block the sidewalk.

"Look man, I'm just the messenger here. Let us help you get this done right."
As a process server, that one resonated with me.
@@michaelsinclair1343 what's a process server? Never heard of it and it got me curious.
@@britten02 I try to be as empathetic as possible so often when doing my job, I will hear these people out for a few minutes and sometimes it does help them feel better and it helps me by making the service easier. There have been a few times where people have attempted to get violent with me but luckily it's never escalated beyond them shouting at me while I walk back to my car. It helps that I've got a small body cam I always have running during these jobs and if they get very angry, I will also pull my phone out and live record to my attorneys just in case something happens. Being on camera when attorneys are involved generally makes people think twice about causing an incident.

ATA often over grades the citizen in poor situations.
@@samwell707 Yep, you got that right. Biased reporting consistently.
I think they are graded on actions more than knowledge, from the citizens perspective at least. Cops should absolutely be more knowledgeable than citizens on the laws, at least the ones they are enforcing. It is their job after all.

Only through the first four minutes, but so far the cop seems to be one of the good ones, very reasonable, calm, de-escalating, polite. Wondering where this will go, at this point in the video (on this channel), I‘m usually already really, really annoyed with the police already-not this time; if anything, I wish the guy the policeman is talking to would start listening and not shooting the messenger.
I live in the city and Pasco is actually the more respected officers. I actually got 2 warnings from them before. The dick ones are the Kennewick and Richland ones. (we're known as the Tri-cities where Pasco, Kennewick and Richland resides hence i mentioned the other 2)
It makes me wonder what the recourse of the court would be if the restraining order was issued under false pretenses.
Great example of de-escalation and good policing. Only potential issue is determining if they investigated the alleged assault.
I noticed that, also. Victor Scott made a report to Officer Fox about being assaulted. I would classify that as a criminal complaint.

At this point it's process service. A straightforward task.
