Adu stands for "Accessory Dwelling Unit" and is basically an apartment or additional living space on what is meant to be a single family property. In this case, the homeowner turned their 2-2.5 car garage into living accomodations, probably to rent out in some way. They disguised this probably to evade taxes and/or regulations governing hotels etc. If you renovate a garage so your adult kid or whatever can live there, not a big deal.
Can you make an ADU on top of a garage? So the 2nd floor would be the unit and the 1st floor would be the garage.
Depends on the state that you live in. I states like California you can.
What is a ADU?
Exactly!

Would have been nice to at leasttt raise the door so we could see
You can’t lift the door if there’s a wall behind it. You mean take a peek inside by going through the door?
Do you still need a permit to convert it into stealth adu?
What is wrong with your fingers
