The difference beteeen today's date and a date in any of the tables is NOT "how long you have to wait", but rather a measure of how many people there are in front of you. India's EB2 for example has enough pending cases for people who submit today to wait 150-200 years, and is definitely not the 12 years that 2024-2012 would suggest. Same goes for all the other dates.
Like I said, it's assuming things will move by one month each month from here on, which hasn't been the case these two last year's for ROW EB2 and I don't expect them to be in the short term

More of what is called slow and steady wins the race. The chance of the dates going into retrogression is very minimal if not completely eliminated. My only concern is if USCIS if not end up having a lot of unused visas by the end of the 2025 fiscal year by 30 of September 2025 with the pace adopted so far.

Depends on your country and the number of people in front of you. If you are from India, the chances are that you may spill over into 2026. But definitely by 2026 you should be able to adjust your status, all things being equal.

My I-140 was approved last March 28, 2024 for an EB2-NIW, I was hoping that the priority date will jump from august 2023 to October 2023, but I was disappointed to see that it is still suck in august 2023, the immigration system in the US really sucks

Sounds abnormal to me. I would try contacting the NVC through their public inquiry form travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html
