The bigger hole size is for increased bumper pull capacity, the smaller 2 inch shanks typically cap out at about 15k and some of these are rated for 20k plus bumper pull capacity depending on how it was specd. Instead of making 3 to 4 different hitches for the various weight ratings for the different trends, they just made one all size shank hitch.
I live in Northern Alberta and every time it rains or we deal with snow/slush I get grief as well with my 2022 Powerstroke. In the summer we drive thousands of miles on gravel roads and all the wiring harnesses look like they been shot at with a shotgun. Way too much exposed electrical on these things.
