Holst wrote "The Planets" between 1914 and 1916. Sir Cecil Spring Rice wrote the poem "Urbs Dei" sometime between 1908 and 1912. In January 1918, affected by the horrors of World War I, Spring Rice rewrote the poem (especially the first verse) which then became "I Vow to Thee, My Country". He sent this rewritten poem to a friend of his shortly before his death the following month. Holst then took the melodic section from "Jupiter" and set the poem to it in the early 1920s. Hope that clears it up! :)
That's not true. Holst used his tune, Thaxted, from Jupiter and set it to the poem in 1921. These are his daughter's, Imogen Holst, words: "the time when he was asked to set these words to music, Holst was so over-worked and over-weary that he felt relieved to discover they 'fitted' the tune from Jupiter"
