#5 needs more enforcement, especially downtown. It causes a lot of gridlock and cars get trapped in the middle of intersections waiting to make a left turn.
Included misinformation is common among early media reports. You are incorrectly using the word Crosswalk when describing pedestrians must fully clear to sidewalk before driver can proceed. What you are describing is a Pedestrian Crossover. Crosswalks do not have your stated requirement. In Ontario. Very clear in the Act.

you should state Pedestrian crosswalk or cross over. law doesn't include traffic lights intersections

This guy tried to say it's illegal for pedestrians to cross unless the crosswalk signal says walk. LMAO report my plates then. Dumbass me for thinking this was informative.
Well, even though you obviously can't cross when the crosswalk signal says not to, that isn't what he said. Pedestrians are not allowed to begin crossing in an intersection when a countdown is occurring. The countdown is for people already crossing to finish crossing, just like how a yellow light is for people who cannot stop safely to clear the intersection and not for people who can stop safely to go through anyway.
