Should the civil service be politically neutral?

'Currently, the civil service is designed to be impartial, serving regardless of which political party is in power. Dominic Raab, since his resignation last weekend, has complained that he feels this has meant that the Conservatives have faced too much opposition from those who are meant to carry out their policies.
