Back in 5th edition I used the Grey Knight and Guard codexes to make an Arbites list with Coateaz various squads of henchmen, using the metal Necromunda enforcers with a squad of veteran guardsmen with shotguns in a valkyrie led by a lord commissar, an Ordo Xenos inquisitor with ALL the grenades leading crusaders with storm shields and power mauls and some Psyber mastiffs as death cult assassins in a storm raven. My centre piece unit was a kitbashed Interceptor squad mixing ravenwing parts with scout bikers.

Weapons that Rolled to wound against Str or the now deleted Initiative or where poisoned (4+) and the executioner round that let you ignore all terrain and cammo type affects.
The Army.. Stat-wise they where the same as sisters, but only Carapace Armour
    Judge/Magister. (Character)
    Arbites Squad (troops)
Arbite Man-hunter and his ciber mut. (elites)
Arbite Handler and the Suicide Squad, with suicide Bomber zealots.

They could use Chimera transports or Rino's as a dedicated transport.

You know I am having a hard time deciding if GW should have Guilliman fix the imperiums book of laws by taking out laws that were no longer in place. Because it would be a logical decision in universe (Guilliman wrote the codex Astartes I think he could write an imperial law book, and Napoleon himself fixed the confusing French laws into one napoleonic code).
Admittedly don’t know if that would ruin the Arbites

      Its not that easy
Roboute has an intellect that defies human comprehension but even if he could read 1 page per second he’d have to go througy literally trillions of pages of decreed after decrees and then make decisions for each individual ones
Fixing the lex imperialis would take years that he has to spend on other projects
And redoing it from scratch would also be similarily daunting because we’re talking about a set of law that apply to the entire imperium it can’t be half assed

I think those strike cruisers aren't your SM or Navy strike cruisers but something like Navy Destroyers. The Arbiters ' void operations are mostly custom duty so they don't need the like of navy cruisers.

You can usually tell if a book will be good by knowing the author.
-Aaron Demskii-Bowden is arguably the best writer for chaos space marines. But his strong bias against the emperor and imperium can be a problem.
-Dan Abnett is great when writing for normal humans. But when he does a group project like HH his different writing style can be jarring.
-James Swallow's writing style isn't very good. But if you can tolerate it, he usually has some cool ideas that are worth checking out.
-Guy Hayley is a good writer and has more or less fixed all the problems people have with primaris marines and Cawl.
-Chris Wrait is another good author.
Once in a while he writes something cringe inducing but it's no big deal.
