He has 2000 HP, and a Thundara does like 1400 or so, so it's not quite a one-shot, but almost.
Wendigo can be put to sleep and that stops it from changing which one is the real target.

His health pool being so low is the main thing that cripples him.

Flare ignores magic defense, and is non-elemental, so its a reliable spell against any enemy, but its single target and high mp cost.
