Rewatching the Batman after the Penguin I was like " Why is Everybody *whispering...*. ( Gordon ... (mutter mutter whisper whisper) Bruce .... *(mutter mutter whisper whisp). The Penguin did what the immensely larger budgeted The Batman didn't achieve: It SCREAMED. And yes that's a metaphor for its dialogue, tone and action combined.

Wow that’s a great way of describing it and I completely agree with you.
I really liked The Batman but The Penguin was next level good. Even my wife loved it and she doesn’t really care for DC/Batman in general!
