Certain things they need to know to decide who to tell and what they should expect. It's not some super tech NSA lab of geniuses. It is one of the entry level positions for a sheriff or police dept who also field 911 calls in small areas.

They have an entire medical algorythm they read from in which they try to instruct callers how to initate basic medical care like putting pressure on bleeding wounds or to do backslaps on a choking child or to do cpr on someone in cardiac arrest. I know this become im a medic of 10 years.
