Another reason for ordering on the rocks at a bar is to extend the time between drinks. Typically bartenders and waitresses don't want to see patrons sitting there with an empty glass for long periods of time. On the rocks lets you gnaw on the flavored ice for quite a while after the whiskey is gone.
When I went to bars alot. Turkey 101 and coke with a dubble shot of it on the side.

I think a great interim, or fun in venue tasting step is to order rocks on the side. That way you can add ice/ water to pour to "practice"

Go to a bar and try several different offerings! Try it without ice (neat) first. Then add ice if needed.
