I stumbled upon this video via reaction videos. What I have to suggest is mostly from what other vtubers I watch do.
Set the rules straight from day one, immediately regulate chat. This is in order to set the standards of the channel.
A fairly popular agency does this, to be "advertiser friendly" which also helps to shape the community to be more "seiso" compared to normal twitch chat. There are still "idiots" in the community, but they know if they take it too far, they will be shadow banned.
