The idea of the slow walk is to grow his image. This is young Batman, and while he is known, he isn't entirely feared yet. The slow walk towards enemies allows for an agonizing crescendo of fear, terror, dread, really let you feel the gravity of what's about to take place.
Even if it was not stealthy it was terrifying for them. He's obviously using the fear of the impending darkness to make them worry and.fear for what comes next.

It could have been some guy playing dress-up. It was only until he beat up the first thug that they said “Sh*t, it’s him”. I’m guessing they didn’t see that the Batsignal was out since they were on a train at the time. Look how the other thugs in the opening scene reacted to seeing it. But the black one knew something was up.

Instead of doing what he did in the movie, if he used stealth and darkness to his advantage to intimidate and strike fear in them as he did in Batman Begins and almost all incarnations of batman, he would have succeeded in intimidating them whether its Halloween or not.
He wasn’t trying to be stealthy. If he wanted to, he would have been. He trained for 15 years as per comic, so this movie dont make sense to be honest. Its not a bad movie but as for purist batman fan it makes no sense. He bench press 300lb can run super fast and operate like Ninja... So yes the 2 years things dont make sense

Strength: Bale- Kicked off the edge of a brick wall. Skill: Bale- Has defeated Bane and Ra's Al ghul. Battle IQ: Bale he beat Ras Al ghul by outsmarted him. Tech: Bale- He has a more updated Batmobile, Batbike and has a batwing. Gadgets: Bale- not only does he have far more Gadgets such as Battarangs and emp's aswell as smoke grenades and electrocution things and of course the Batclaw, he uses them alot more often than Battinson and if you don't believe me then watch the Batman again. Speed: Now although I did say Battinson was faster, if you look at Bales actual speed feats such as Bullet timing and has casually disappearing and reappearing and defeating 15-20 men all by himself in just 15 seconds . Then i gotta say Bale is faster. IQ:Battinson- an amazing detective showing a wide array of skills. Durability:Battinson- The suit is just cometely broken (that is all I'm gonna say). Winner: Bale
