According to the creator, Near and Mello were initially going to be L's sons. They couldn't imagine L having a relationship with anyone though, so he made them L's successors instead. That's why they resemble him and have some his same quirks/mannerisms. Source: This is from an interview with the writer Tsugumi Ohba in Volume 13: How To Read. Volume 13 is the last book of the Death Note manga and is a guidebook to the series, with information on the characters, the story, and interviews with both Ohba and Obata.
