Does the first cost of brown color you applied as to be completely dry??

It does. Maybe 2 coats of clear coat sanding lightly in between coats with 320 grit sand paper

Does the base coat have to be the Dixie bell or can I use regular acrylic paint?

For best results I personally would use the Dixiebelle paint just to make sure everything adheres like it should. But, anything is possible maybe try a test piece out to be sure
