I think that's just some made up theory, planet 9 would be faaar outside of the habitable zone for planets in our solar system. This means that a habitable zone is where planets are more likely to be habitable similar to earth or mars. Any rocky planet that far out would be as habitable as Pluto (not very).
I suppose, an object that far away does need a certain amount of mass to have a detectable gravitational influence on those "small objects behind Neptune" mentioned. An object with a mass like the earth could only have an influence if it were much nearer, and therefore detectable by its reflection of sunlight. An object with significantly more mass (and probably size), on the other hand, would have more effects than the faint ones which had been measured or assumed.
