I have 3,5,and 7 not working have replaced plugs harness and module what ells is there they still don't work. it starts ok but ya am at a loss
The battery in your meter may be going dead

Changed all my glow plus & new harness & the the module, want start when its cold, but when i hook up the block heater

Hate to hear that you're still having trouble with it. Sounds like some glow plugs still not working, not sure why though.

Sounds like a short somewhere to me. Could try changing that glow plug harness. If not that, I'm not sure where to direct you.

Question. When checking the OHMS, does the key need to be turned to the On position or Accessory position?
Off position. You don't check OHMS with current (electricity) on it.
Excursionresumebuild talks about fake vs real MotorCraft OEM glow plugs and the packaging differences.
Not sure which these are but I haven't had any trouble since installing them.
on the passenger side it's cylinder 1357 and on drivers side it's 2468?

I got an 04 6.0 power stoke with 173k miles with a crank no start no idea why it’s doing it drive it all day the day before next day wouldn’t start brother came checked my fuel tank said it was empty went got fuel still does the same thing crank and no start I don’t understand what the issue is no check engine light on before or anything even has 2 new batteries not even 2 weeks old
To diagnose the cause of your truck not starting, or starting slow, you will need to monitor live data with a scan tool. Listed below is whats needed. This assumes the internals of the engine are good.
FICM_L: should read 11.0 to 12.0 volts at key-on/engine-off and remain steady while you crank the engine.
FICM_M: should read 47.5 to 48.0 volts at key-on/engine-off and remain steady while you crank the engine.
FICM_V: should read 11.0 to 12.0 volts at key-on/engine-off and remain steady while you crank the engine.
ICP V: should read 0.18 to 0.25 volts at key-on/engine-off and climb to minimum 0.8 volts while you crank the engine.
ICP: should read 0 psi at key-on/engine-off and climb to minimum 500 psi while you crank the engine over.
IPR Duty Cycle: should read 14.84% at key-on/engine-off and climb to around 50% as you crank the engine over.
FICM_SYNC: should read "NO" at key-on/engine-off and change to "YES" when you crank the engine over.
SYNC: should read "NO" at key-on/engine-off and change to "YES" when you crank the engine over.
V_PWR: should indicate around 12 volts at key-on/engine-off and drop to no lower than 9.5 volts while cranking the engine over.
RPM: should indicate around 175 to 200 as you crank the engine over. Any slower, and it's not cranking fast enough.
Fuel pressure spec is 56 psi, and no lower than 45 psi under load. This can be measured by connecting a fuel pressure gauge to the secondary fuel filter housing port that requires a 6mm allen key to remove.
EVERYTHING listed above, is what is needed to start a 6.0L PowerStroke engine. You need to find out which of the above is failing and why.
Sometimes the glow plugs stop heating at the tip and only heat close to the body of the glowplug outside the combustion chamber. So the ohms test doesnt reveal the whole truth.
For anyone wondering the first 9 minutes of this video is useless. If you’re getting a glow plug code pull them all and replace them.
