the sponge idea will work OK but the cheapest/easiest solution that I have found is piece of laminate floor foam insulation. Just cut a strip that fits the width of the elbow (make sure it is as long as the heel of the elbow) remove the elbow drop the foam strip in the bottom and leave about an inch hanging outside to fold down.Use a small piece of metal backing plate, reinstall the pop rivet and the noise is gone. Now when the water drips down it hits the foam not the thin metal. the Chinese water torture is over LOL
Thanks for sparking this idea Darryl. It just so happens I've been installing LifeProof vinyl plank flooring at home. What a perfect solution, and the beauty of it is it's 100% waterproof and what I need to solve the problem is right here under my nose! Living in a condo and they just changed the gutters and downspouts to different locations. The dripping has caused a lot of loss of sleep from the Chinese water torture (you hit the nail on the head as that's the way I've been describing it), this will be done this weekend for sure:) Thank you sir:).

Is it possible for the force of the water and weight of the sponge to slide the whole piece out?

Yeah a heavy rain would wash this out of place for downspouts that get a lot of flow in downpours.
how about the wind causing gutters to vibrate

magnets don't work on my metal downspouts! So I guess you have to glue it in...
Or use a second magnet on the outside
try inserting steel wire balls into a noisy downspout. good luck man.
