Download the latest game version and latest version of cyber engine tweaks if your game version is old try the older versions of cyber engine tweaks it worked for me had the same issue
assuming youre an adult person - up to you to make a change for yourself and stop giving your money to people who provide you with a limited experience. just plug the roller of your choice in any second hand pc and be free :) dont understand how some people keep crying about things like that for 5 years - and then spend another half a grand to continue like that for the next 5 years... xD
I haven’t tried it yet, but once you get max attributes, I think you can save and then reset the attributes using the one time reset in the bottom left hand corner of the screen at the attributes menu. This will allow you to respec all the attributes points and perk points (i think?). After doing this, save the game again. Now you should have two builds, one with the original build, and another with the new build after respeccing. Go back to the save with the original build, and I believe you should be able to reset attributes again, make another build, and then save. So you should have 3 saves, one with the original, then the other one with the 1st respecced build, and another save with the 2nd respecced build. I think you can repeat this process indefinitely. I could be wrong though, im not sure if this method would work.
