Forking over an amount roughly equal to what they budgeted to continue the lawsuit is, essentially, for the purpose of getting the defendant to cut a deal so plaintiff gets something -- anything -- so they don't look like the idiots they are. IOW, the county screwed up big time and it cost them a quarter of a million bucks, especially considering that a year or two ago defendant offered a free deal that county, in its hubris, declined.
You couldn't pay me enough to live in that house. I would have moved and let someone else buy it who wanted access. Let them put up with the lack of privacy, the litter and poo.

The way he expained settlement makes it sound like they are paying you additional money to purchase.
