In part, yes. But the dit da jow liniment is not a pain-reliever. It is applied externally, on the skin while massaging. It aids in blood circulation and the healing of micro-injuries, the healing of which results in the training effect.
@traderjoes A bag can be made of ordinary canvas cloth, like that of a flour sack. Just make it double layer to be sturdy. Dimensions are important when the bag is used for power training but for slapping, you can prepare a cloth about 24 X 24 Inches and fold it at the middle twice. You will have a smaller square 1/4 the original width. Draw a smaller square on it, about 11 X 11 inches using the closed folded part as base. You need to draw only three lines as the base forms part of the square.

You are not trying to break anything here. Rather, you are teaching your bones, tendons and tissues to slowly get used to impact. As to your friend's problem, he should see a good practitioner of traditional Chinese Medicine.
@toishanma I won't call this a "Filipino form of iron palm". It's essentially derived from the Chinese Shaolin Hung Fut system. The training bag you see is from the Hung Fut school in Manila. Slapping with the whole palm and backhand on the book with moderate force will do for beginners. For training the finger flicks, the use of rattan or bahi (hardwood) is better.

It can even be used to treat sprains in race horses. Basically, it promotes blood circulation in affected parts and aid in the healing of tissues. Mine comes from the Hung Fut style. My method does not require a specific formulation and I have used the dit da jow of another wu shu style.
As for the dotting or finger jab exercise, there is a better and safer alternative. It is the finger extension exercise on a hanging heavy bag which I intend to show later on. Just busy with offline tasks.
Every art is good for what it was designed for. Some training methods are designed not to deform the hands for long-term health reasons. Avoid punishing your tissues without the liniment.
this type of iron palm training is hard. it is simply meant to prepare the hands and arms for impact. chi healing is soft internal work which, even with a real master, takes years to be functional. as long as you don't slap your patients forcefully, this iron palm training method won't be a problem
Apply the liniment before and after training. It is best to immerse your arms in a jug full of dit da jow. Otherwise you can just wet cotton buds with it and rub all over your arms and hands.

In my case, I started with just enough force so that pain won't be felt. Too much force will be uncomfortable to the finger tips. I increased the force slowly, very slowly over time.
@validfor1hour. Yup, but only at how you position yourself for training. This stage of training is specific to the hands. You can do it while watching tv. But your must train regularly. That you can't be lazy about. :o)

This type of training is nullified by the wearing of boxing gloves. Iron palm training is not good for people who actually hit people as a sport. The thing I do with cans might help you.
