It looks pretty much as fully public accessibility, doesn't matter if a person is taking pictures. The point is anyone can be there. Obviously lots of businesses around here, that would imply anyone can go there, especially as the area has no gates or fences. What happens if a random person decides as walking past to go into a building and ask for a job? I've done it in the past,.

We play license plate poker. Local format is xxx-#### So you take the first off the next card. Then discard and draw your 3 or whatever. Best 00000. Worst 53210. I'm sad to say, I knew exactly where an 8888 plate was and I hadn't been by there in 6 months. There it was today. And no, I didn't fill up to 88888 even on the redraw.
Bus stop either side of the road you are stood on very much indicates it is a publicly accessible road. Therefore, you are permitted by law to take off from there, as it is classed as a public place. What you aren't allowed to do on publicly accessible roads is drive an uninsured, untaxed, not MOT'd vehicle down that road. No seatbelts either!
