Yugi runs Pot of Greed. It's pretty clear there's no enforceable banlist in this world. Though that does make me wonder if crimes committed via dueling (are there any other kind) would have amplified sentences if certain 'illegal' cards were used. That rabbit hole goes even deeper, though - what about bootleg/counterfeit cards? Since nobody seems at all familiar with what cards actually do at any point without being told or being the one using them, how hard would it be to get modified 'rare' cards printed with implausibly amazing stats or effects? What would the holographic system do when trying to read some crappy fleamarket-quality knockoff played by a kid that doesn't know any better?

YGOTAS said this too (this is not the exact dialogue) Yugi/Atem: "You may have a large company and millions of dollars but I'm the vaguely titled king of games and in the end, isn't that what's the most important?"
