In defense of these guys, Kaiba Corp was canonically a highly profitable weapons manufacturer before it was a card game company, so they probably got a bit confused when they heard that they were hosting a battle tournament
He even said it it was a "city battle" tournament so of course they came ready for blood.

Nah, he was torn between two factors:
1. Logically, none of these freaks could have an armed nuclear weapon on them.

I like the fact that when the guy mentions nuclear weapons, Kaiba stops to think if it would be great to see if that happens, but when they really go nuclear, he is terrified as hell, I think that happens to many of us
its one thing if an actual random city does it. However all bets *are* off once you find out its new jersey.
He said he'd be impressed if anyone tried. If its New Jersey, the danger is real, and his presence now puts him in real threat of being in the blast.

As someone from New Jersey, I can attest that this is true. This is why we're not allowed to have tournaments anymore. You take ONE sports team hostage and suddenly it's considered "morally reprehensible."

Honestly, Kaïba's first reaction when that guy asked about the nuclear weapons is exactly how I would have reacted in his place. And the pilot's reaction was exactly how I would have had to react if my best friend was in Kaïba's place (because he would have totally reacted the same).
Their is a point where morbid curiosity clashes with common sense.
I like that Kaiba actually considered nukes for a second out of morbid curiosity.
