I make all kinds of Gnomes and have found that toilet paper rolls work really well under the hats. Cut them to any size you want or need and they do the trick very well. Just glue it down over the top notch and slip the hat right over it. If you want the pointed look, form the point with the excess sock above the paper roll. Done deal!

Hmmm. I have snowmen made in the same fashion that have been around for at LEAST 15 years and they haven't frayed. They are decorations, not toys. And you do know the purpose of the twine is to give it very 'woodsy' and 'rustic' look, right? Make yours however you see fit, and I will continue to do the same.
Kathy Smith you could do that if you wanted. I wanted mine to show, to give it a bit of decoration and break up the monotony of the solid-colored socks. To make it look almost as if he is wearing a belt. But you could hide it if you wanted.

I’ve never had an issue with it. Put a few drops of peppermint essential oil in the rice, or add a bay leaf. And keep them sealed up in a ziplock.

I would have turned the frayed edges inwards as they will just keep fraying. Also I wouldn't use the twine as it makes it look messy.

You could use long strands of raffia yarn to give them a more woodland look.
