Even if that line of scaling doesn’t hold up/has holes (of which I’m not currently aware of), there are other calcs of characters in Skypia reacting to lightning that get them far above the double digits Mach speed (ie, Nami blocking lightning with a bubble from her Climatact had her at Mach 413, Zoro had a feat of swinging his sword arm in the time it took Enel’s attack to hit him which could either be Mach 712 or 1068 depending on how it’s calced, and though Luffy wasn’t able to dodge Enel’s first attack while midair, he was able to swing his arm up to protect his face at Mach 1016).

As we have seen, genjutsu works by two ways. 1 you manipulate the Chakra network of your enemy or 2 you pour your own chakra into someone else’s network and them manipulate said chakra. Chakra network being something that only the people from the naruto series are born with means enel wouldn’t have said network and therefore genjutsu wouldn’t work on him unless you’re using VE.

You used a low End calc based on assumptions. There are calcs that put Luffy in the 3 digit range based on different feats involving Enel & calcs that place Zoro around relativistic. Buggy ball at it's best was Town Level and I guess if you want to low ball it you could get Multi City Block. The concession generally stands that Luffy is a Town-Town+ Level threat around Skypiea. Enel had casual Town level to Small City level attacks like El Thor and I don't get how such a high output could yield anything less like Building level. Lightning within itself is a hax so it really wouldn't matter the level. This is why I hate calcing sometimes... Instead of what the Manga conveys we're doing this. The problem with Engel is that he never really went all in in his fight against Luffy. After he realized that his attacks won’t work he has been constantly trying to avoid fighting Luffy and slowing him down so he can escape to the moon.
